Article 4 The people's governments at or above the county level shall strengthen the organization and leadership of the construction and management of public video systems within their respective administrative areas, and incorporate the construction, use and maintenance of public video systems into the target management of comprehensive management of social security. Article 5 Public security organs shall be responsible for guiding, managing and supervising the construction, use and maintenance of public video systems within their respective administrative areas.

(3) the key parts of the unit that develops, produces, sells and stores dangerous goods;

(4) key parts of large-scale energy and power facilities, water conservancy facilities and urban water, electricity, gas and heat supply facilities;

(5) Important sections and key parts of expressway, national and provincial trunk roads, urban roads, subways and light rails;

(6) key parts of important scientific research institutions, schools, hospitals, tourist attractions, parks, airports, ports, docks, stations, parking lots and buses;

(7) public passages and entrances and exits of large-scale material storage units, large-scale cultural and sports venues, large squares, key cultural relics protection units, museums, archives, exhibition centers, municipal underground passages, pedestrian streets and residential quarters;

(8) public passages and entrances and exits of large commercial outlets, large restaurants, large theaters, entertainment places, hotels and Internet service places;

(9) Locations and regions where criminal and public security cases are prone or frequent;

(11) sites and areas for construction as stipulated by other laws and regulations. Article 9 It is forbidden to install public video systems in the following places and areas:

(1) Guest rooms in hotels and restaurants and private rooms in entertainment places;

(2) collective and individual dormitories;

(3) Bathroom, dressing room, toilet, nursing room, etc.

(4) operating areas in financial, insurance and securities institutions that may disclose customers' personal information;

(5) areas where personal wishes can be observed near election boxes and polling places;

(6) Other places and areas involving personal privacy. the municipal administrative department of quality and technical supervision shall, jointly with the municipal administrative departments of public security, economic information and transportation, formulate the standards for the construction and maintenance of public video systems in this municipality.
