After careful site selection and investigation, Changning Palace with elegant environment and beautiful scenery was finally selected, which is located on the north side of Wuhuali, the seventh branch of Wangqu Whampoa Military Academy in Chang 'an District.

The construction of Chiang Kai-shek's Palace began in 1940 and was completed in early 1943. Because Changning Palace is located on the half cliff of Shenhe Mountain, in order to enter the palace conveniently, a one hundred and fifty long step and a 300-meter-long cement pavement were built from the original bottom to the palace area. Every time Chiang Kai-shek and Song Meiling came to Changning Palace, they abandoned their cars under the steps and put on sliding bars, which were carried leisurely by hired local farmers.

Every time Chiang Kai-shek visited Xi 'an, he lived in Changning Palace, accompanied by Zhang Zhizhong, Bai Chongxi and other KMT officials. At that time, Hu Zongnan, Zhu Shaozhou, Gu Zhenggang, Wang and other important military and political officials in the northwest were ordered or took the initiative to go to Changning Palace to meet Chiang Kai-shek and report to him.

Chiang Kai-shek and Song Meiling stayed in Changning Palace for three times and planted a osmanthus tree with their own hands, which was deeply loved by Chiang Kai-shek and Song Meiling. With the passage of time, this tree has now become the largest osmanthus tree in Xi, and has been listed as a key ancient and famous tree by the Xi municipal government. The roots are deep and the leaves are luxuriant, and the flowers are full of fragrance.

After liberation, Changning Palace was transformed into a sanatorium for senior cadres in Northwest China, where Liu Lantao and other important leaders of Northwest Bureau used to recuperate and rest.

Changning Palace is also the place where Liu Qing, a famous contemporary writer in China, wrote The History of Entrepreneurship. This place is Huangfu Township, named after the former Huangpu Military Academy Seventh Branch. Liu Qing, a famous writer in China, wrote a masterpiece "The History of Entrepreneurship", which was a true portrayal of the fiery rural cooperative life in Huangfu Township at that time.
