Chapter I General Provisions Article 1 In order to strengthen the fire safety management of high-rise buildings, prevent and reduce fire hazards, protect personal and property safety and maintain public safety, these Provisions are formulated in accordance with the Fire Protection Law of People's Republic of China (PRC), the Fire Protection Regulations of Xinjiang Uygur Autonomous Region and other relevant laws and regulations, combined with the actual situation of the autonomous region. Article 2 These Provisions shall apply to the fire safety management of high-rise buildings within the administrative area of the autonomous region; Fire safety management of high-rise industrial buildings shall be implemented in accordance with relevant state regulations. The term "high-rise buildings" as mentioned in these Provisions refers to residential buildings with a building height of more than 27 meters and non-single-storey public buildings with a building height of more than 24 meters. The term "owner" as mentioned in these Provisions refers to the owner of high-rise buildings and their ancillary facilities, equipment and related sites; The term "user" as mentioned in these Measures refers to the units and individuals who actually use high-rise buildings and their ancillary facilities, equipment and related venues through leasing, contracting or entrusted operation. Article 3 The public security organs of the people's governments at or above the county level shall supervise and manage the fire control work of high-rise buildings, and the specific work shall be carried out by the fire control institutions of the public security organs; The police station is responsible for the daily fire supervision and inspection and fire propaganda of high-rise buildings within its jurisdiction. Other relevant administrative departments of the people's governments at or above the county level shall, in accordance with their respective statutory duties, implement the relevant management of fire safety in high-rise buildings. Article 4 The neighborhood (village) committee, the owners' assembly or the owners' committee in the residential area of high-rise buildings shall establish a mass voluntary organization for fire control, with the participation of property management personnel, security guards, patrol officers and fire control volunteers, and carry out community fire control safety activities such as fire control inspection and fire control publicity. Fifth to encourage and support the research and innovation of high-rise building fire fighting technology, and popularize advanced fire fighting and emergency rescue technology. Encourage and advocate the owners and users of high-rise buildings to be equipped with self-rescue equipment such as fire extinguishers, fire blankets, self-rescue breathing apparatus and household fire detection alarms. Article 6 All units and individuals have the obligation to maintain the fire safety of high-rise buildings, protect fire control facilities, prevent fires and report fire accidents. Chapter II Fire Control Responsibility Article 7 The people's governments at or above the county level shall organize and coordinate relevant departments to establish a fire emergency response and disposal mechanism for high-rise buildings, equip them with special equipment for public security fire brigades and full-time fire brigades, and strengthen the construction of public fire control facilities for high-rise buildings. Township (town) people's governments and sub-district offices shall supervise and guide the owners and users of high-rise buildings to establish a fire safety management system, and clarify the responsibility for fire safety. Article 8 The fire department of the public security organ of the people's government at the county level shall supervise and manage the fire safety of high-rise buildings according to law, and guide the following work:
(a) the formulation and exercise of fire prevention and emergency evacuation plans;
(two) professional training of full-time fire brigade, volunteer fire brigade and other fire organizations;
(3) Having the ability to investigate and rectify fire hazards, put out initial fires, organize and guide personnel to evacuate and escape, and publicize and educate building fire prevention;
(four) the standardization, identification and standardization of fire control facilities. Ninth people's governments at or above the county level housing and urban and rural construction departments shall supervise the design, construction and supervision units of high-rise building projects, and implement the responsibility of fire safety in building projects. The competent department of urban and rural planning shall, when reviewing the design scheme of high-rise buildings according to law, ensure that the design of the width, spacing and turning radius of fire truck passages around high-rise buildings meet the national standards. The real estate administrative department shall supervise the use of special housing maintenance funds such as the maintenance, renewal and transformation of public fire control facilities and the quality of fire safety service of property service enterprises. The municipal competent department of city appearance and environmental sanitation shall supervise and manage the installation of outdoor billboards, shop signs, landscape lighting and other facilities in high-rise buildings to ensure compliance with fire safety requirements. The administrative department of urban water supply shall supervise and inspect the water supply enterprises to ensure the fire water for high-rise buildings and maintain the municipal fire water supply facilities. Urban management departments should strengthen the management of fire truck passages and fire fighting sites, and ensure the smooth passage of fire trucks and the normal use of fire fighting sites. Tenth construction units shall be responsible for the fire safety of the following high-rise buildings, and if there are fire hazards, they shall be rectified:
(a) completed but not sold or not delivered to the property management and the buyer;
(two) without the fire acceptance or unqualified acceptance, delivery;
(3) Failing to file a record according to law or failing to pass the spot check after filing, and delivering it for use;
(four) due to the responsibility of the construction unit, the construction project does not meet the national technical standards for fire protection in engineering construction after the fire protection record has not been audited. Eleventh design units shall carry out engineering construction in accordance with relevant laws and regulations and national fire technical standards, and be responsible for the quality of fire design according to law. Twelfth construction units should establish a responsibility system for fire safety on the construction site, determine the person responsible for fire safety, and implement fire safety measures. The frame of external scaffold and formwork support on the construction site shall be erected with incombustible materials, and the safety net of external scaffold shall be flame retardant. High-rise buildings under construction shall not be equipped with living functional areas such as boiler rooms and kitchen operation rooms; No warehouses for storing combustible materials and inflammable and explosive dangerous goods shall be set up. Where a high-rise building is rebuilt or expanded, the construction unit shall determine the fire prevention distance between the construction area and other areas, the configuration of fire-fighting equipment, the management scope of fire safety supervisors, and the fire safety responsibility for the situation that the fire-fighting facilities in other areas cannot be used normally due to construction.
