Article 2 These Regulations shall apply to the comprehensive law enforcement, supervision and management activities of urban management in the urban built-up areas within the administrative area of this Autonomous Region and other areas where the people's governments of cities and counties (cities, districts) are divided into districts. Article 3 The term "comprehensive law enforcement of urban management" as mentioned in these Regulations refers to the act that the comprehensive law enforcement departments of urban management of the people's governments of cities and counties (cities, districts) with districts collectively exercise the administrative punishment power of the relevant administrative departments in the field of urban management and the administrative compulsory power related to the administrative punishment power according to law.

Article 4 The comprehensive law enforcement of urban management shall follow the principles of legality, rationality, fairness and openness, adhere to the combination of law enforcement and service, punishment and education, and management and guidance, so as to achieve strict, standardized, fair and civilized law enforcement and pay attention to the unity of legal effect and social effect. Article 5 The people's governments at or above the county level shall strengthen the organization and leadership of the comprehensive urban management law enforcement work within their respective administrative areas, rationally allocate the comprehensive urban management law enforcement personnel and law enforcement equipment according to the regional area, population and management needs, incorporate the funds for the comprehensive urban management law enforcement work into the fiscal budget at the same level, and ensure that the comprehensive urban management law enforcement departments perform their duties according to law. Article 6 The administrative department of housing and urban-rural construction of the People's Government of the Autonomous Region shall be responsible for the operational guidance, organization and coordination, supervision and inspection, and assessment of the comprehensive law enforcement of urban management in the whole region.

according to the actual situation, the municipal people's government with districts may decide that the comprehensive law enforcement department of urban management of the municipal people's government is responsible for the comprehensive law enforcement of urban management within its administrative area; The comprehensive law enforcement department of urban management of the Municipal People's Government with districts is responsible for the guidance, supervision, assessment and coordination of the comprehensive law enforcement of urban management within its administrative area, as well as the investigation and handling of trans-regional and major and complex illegal cases.

Article 7 The people's governments at or above the county level shall establish a coordination mechanism for comprehensive law enforcement of urban management, strengthen the coordination of administrative law enforcement between the comprehensive law enforcement departments of urban management and relevant administrative departments, and study and solve major problems in the comprehensive law enforcement of urban management.

the relevant administrative departments of the people's governments at or above the county level, such as public security, judicial administration, finance, natural resources, ecological environment, urban and rural housing construction, transportation, water conservancy, market supervision and management, shall, according to their respective functions and duties, coordinate in the comprehensive law enforcement of urban management. Article 8 Citizens, legal persons or other organizations shall support the work of urban management comprehensive law enforcement departments and assist urban management comprehensive law enforcement personnel to exercise their functions and powers according to law.

The comprehensive law enforcement officers of urban management carry out law enforcement activities according to law, and the assisting officers carry out law enforcement affairs according to law, which are protected by law. Article 9 People's governments at all levels and relevant administrative departments, as well as media such as radio, television, newspapers and Internet sites, should strengthen publicity on the rule of law in urban management, enhance the public's awareness of the rule of law in urban management, and create an atmosphere in which the society works together to maintain the order of urban management. Tenth urban management comprehensive law enforcement departments should establish various forms of public participation channels, listen to the opinions and suggestions of citizens, legal persons or other organizations, and constantly improve and perfect the ways and methods of law enforcement.

citizens, legal persons or other organizations may report and accuse the city management comprehensive law enforcement personnel of illegal law enforcement or fail to investigate and deal with the found illegal acts according to law. Units, departments and organs that have received reports and complaints shall promptly verify and handle them in accordance with the statutory authority, and give timely feedback on handling opinions. Chapter ii authority and scope article 11 the people's governments of cities and counties (cities, districts) divided into districts shall, in light of the actual conditions of their respective administrative areas, implement comprehensive law enforcement of urban management, and determine that the comprehensive law enforcement departments of urban management shall concentrate on exercising all or part of the following administrative punishment rights:

(1) the administrative punishment rights stipulated by laws, regulations and rules in the field of housing and urban construction;

(2) The right of administrative punishment for social life noise pollution, building construction noise pollution, building construction dust pollution, catering service oil fume pollution, open-air barbecue pollution, urban burning asphalt plastic garbage and other smoke and odor pollution, open-air burning straw leaves and other smoke pollution, and setting off fireworks pollution;

(3) the power of administrative punishment in market supervision and management, such as unlicensed operation of outdoor public places and unlicensed operation of food sales in outdoor public places;

(4) the right of administrative punishment in traffic management, such as occupying urban roads and illegally parking vehicles;

(5) the power of administrative punishment in water administration, such as dumping wastes and garbage into urban rivers, illegally taking soil, and dismantling illegal buildings in urban rivers;

(6) other administrative punishment rights that the State Council decided to be exercised by the comprehensive law enforcement department of urban management.

the people's government of a city or county (city, district) divided into districts shall, after determining the law enforcement scope of the comprehensive law enforcement department of urban management at the corresponding level according to the provisions of the preceding paragraph, announce it to the public and report it to the people's government of the autonomous region for the record.
