1. From now on, All units and individuals who purchase imported cold-chain food from outside Weifang City must report to the local county-level market supervision department 24 hours before the food arrives, and strictly implement the requirements of claiming certificates, tickets and incoming inspection records, and check the "Covid-19 nucleic acid detection certificate" and the proof that the imported cold-chain food goods have been disinfected; The filing can be made by telephone, fax, e-mail, etc. The contents of the filing include the name of the producer and operator, the name, specification, quantity, production date or batch number of the food, the name, address and contact information of the supplier, etc. County-level market supervision departments shall disclose their telephone, fax and email contact information to the public and relevant units and individuals through departmental websites and clear papers. Those who fail to report as required will be shut down for rectification, and those who refuse to rectify will be severely punished according to law.
2. Units and individuals involved in the transportation, storage, processing, sub-packaging and sales of imported cold-chain food must establish purchase ledger and wholesale sales ledger, timely and accurately input the information of purchase and sale behavior into the "Shandong Cold-chain Food Epidemic Prevention and Control Management System", and check the "Covid-19 nucleic acid detection certificate" and the certificate that the imported cold-chain food goods have been disinfected. Sales must be carried out at the counter, and it is not allowed to be mixed with other foods. Consumers register their real names or scan the code to pay for sales, ensuring the traceability of the whole process.
3. The imported cold chain food business units should clean and disinfect the food storage and transportation areas, means of transport, outer packaging of goods and other related articles and appliances according to regulations, and strengthen risk investigation and environmental remediation. Disinfection was carried out in accordance with the Technical Guide for Prevention and Control of Cold Chain Food Production and Operation in Covid-19 issued by the Comprehensive Group of Joint Prevention and Control Mechanism for novel coronavirus Epidemic in the State Council. Register the itinerary and health status of new employees and rework personnel within 14 days. Employees on duty in each shift must implement prevention and control measures such as registration, temperature measurement, disinfection, health code inspection, etc. It is strictly forbidden to take up posts with epidemic diseases. Employees who are in direct contact with cold chain food and packaging should do personal protection.
4. Units and individuals involved in the transportation, storage, processing, sub-packaging and sales of imported cold-chain food must establish a real-name management ledger for employees, actively cooperate with the "due diligence" nucleic acid detection of relevant environment, food and personnel, and ensure that the epidemic risk is found in the first time and managed and disposed of in the first time.
5. cold chain food practitioners should immediately observe in the isolated area after suspicious symptoms appear, and report to the local county-level disease control departments and leading institutions for epidemic prevention and control. On the premise of personal protection, they should be transferred to designated medical institutions by car to carry out investigation in Covid-19 nucleic acid laboratory. If samples with positive nucleic acid test are found, the emergency plan should be quickly launched in accordance with the Operating Rules for Emergency Disposal in Different Situations of Cold Chain Food Epidemic Prevention and Control in Weifang City, and the local county-level disease control departments and leading institutions for epidemic prevention and control should be reported at the first time, and the samples should be disposed in strict accordance with the operating rules for epidemic prevention and control.
6. The masses should wear disposable gloves when touching imported cold chain food, wash their hands in time, and avoid touching the nose, mouth and eyes with their hands; When eating imported cold chain food, it is necessary to clean the tableware and countertops, and cook the food thoroughly to ensure food safety; The outer packaging of imported cold chain food should be disinfected consciously.
For units and individuals that fail to comply with Articles 1 to 5 of this Circular, relevant departments shall, according to their duties, first order them to suspend business for rectification, supervise the implementation of rectification, and then investigate and deal with them according to laws and regulations. If the case constitutes a crime, the public security organ shall investigate the criminal responsibility according to law.
