the business license of individual industrial and commercial households cannot be transferred, which is called business license change. Individual industrial and commercial households mainly rely on their own labor to obtain labor income, rather than investment income. Its market subject qualification is inseparable from the personal identity of the operator, and it is a personal and non-transferable right. Business license is a certificate issued by the administrative department for industry and commerce to industrial and commercial enterprises and individual operators, allowing them to engage in certain production and business activities. The format shall be uniformly prescribed by the State Administration for Industry and Commerce.

1. according to article 11 of the regulations on individual industrial and commercial households, if an individual industrial and commercial household changes its operator, it shall apply for registration again by the new operator after the cancellation of registration.

Article 9 of the Interim Regulations on the Administration of Urban and Rural Individual Industrial and Commercial Households stipulates that when an individual industrial and commercial house changes its name, domicile, form of composition, business scope, mode of operation and business place, etc. A family-run individual industrial and commercial households that change the name of their family operators shall register the change with the original administrative department for industry and commerce. Without approval, it shall not be changed without authorization. Individual industrial and commercial households shall re-apply for registration when they change their operators.
