article 1 these regulations are formulated in accordance with the law of the people's Republic of China on the prevention and control of water pollution and other relevant laws and regulations in order to prevent and control the water pollution of drinking water sources in urban areas of jishou city and protect human health. Article 2 The drinking water source protection areas in Jishou City are divided into the drinking water source protection areas in the Tunhe River Basin, the drinking water source protection areas in the Wanrongjiang River Basin and the drinking water source protection areas in Huangshi Dong Reservoir.

The drinking water source protection area in the Donghe River Basin refers to the Donghe River water area above Shijiachong Power Bridge and its catchment areas on both banks; The drinking water source protection area in Wanrong River Basin refers to the waters of Wanrong River above Zhongjiazhai Bridge and its catchment areas on both sides. The drinking water source protection area of Huangshidong Reservoir refers to Huangshidong Reservoir, Yuejin Reservoir and their catchment areas. Article 3 All units and individuals engaged in activities in drinking water source protection areas shall abide by these regulations. Article 4 The people's government of the state shall strengthen the protection of drinking water sources in Jishou city and be responsible for organizing the implementation of these regulations.

The people's governments of Jishou City and Huayuan, Fenghuang and Baojing counties are responsible for the protection of drinking water sources in the protected areas under their jurisdiction. Article 5 The drinking water source protection areas in the Donghe River Basin are divided into first-class, second-class and third-class protection areas: the water area from 111 meters downstream to 1111 meters upstream of the water intake point of Shijiachong Water Plant, the water area from 111 points downstream to 1111 meters upstream of the water intake point of Shizi 'an Water Plant and the land area with a depth of 311 meters on both sides of the above river reach are the first-class protection areas; One thousand meters upstream of the water intake point of Shijiachong Water Plant to one hundred meters downstream of the water intake point of Shizi 'an Water Plant, and one thousand meters upstream of the water intake point of Shizi 'an Water Plant traced back to the waters of Daxie and Xiaolongdong Power Stations in Huayuan County and the land and water areas with a depth of 311 meters on both sides are the second-class protected areas; The rest of the catchment areas are Grade III protected areas.

The drinking water source protection area in Wanrongjiang River Basin is divided into first-class, second-class and third-class protection areas: the water area 111 meters downstream of the water intake point of Zhongjiazhai Waterworks and 1111 meters upstream of the water intake point and the water collection and land areas 311 meters deep on both banks are the first-class protection areas; One thousand meters upstream of the water intake point of Zhongjiazhai Waterworks, the waters traced back to the Three Arch Bridges in Fenghuang County and the land and water areas with a depth of 311 meters on both sides are the second-class protected areas; The rest of the catchment areas are Grade III protected areas.

Huangshidong Reservoir, Yuejin Reservoir and the surrounding catchment areas within 111 meters are first-class protected areas; One hundred meters away from the reservoir and within 611 meters, the catchment area is the second-class protected area; The catchment area 611 meters away is a third-class protected area. Article 6 The water quality of the first-class protected areas shall meet the Class II water quality standard of the National Environmental Quality Standard for Surface Water and meet the requirements of the National Hygienic Standard for Drinking Water.

(1) Deforestation, destruction of vegetation and non-renewable felling of water source forests and revetment forests;

(2) using highly toxic and residual pesticides and using explosives and drugs to kill fish;

(3) dumping industrial waste residue, garbage and waste oil, acid liquor, alkali liquor and other toxic and harmful substances into waters, floodplains, caves and seepage pits. Article 8 The direct or indirect discharge of waste water into water areas in the third-class protected areas must conform to the national discharge standards. When the total discharge cannot ensure that the water quality in the protected area meets the specified standards, the pollution discharge load must be reduced. Article 9 In the second-class protected area, in addition to observing the provisions of the third-class protected area, the following acts are also prohibited: < P > (1) newly setting up industrial wastewater outlets;

(2) Set up a dump for garbage and toxic and harmful wastes.

(3) Have a picnic on the beach, set up food stalls and set up a swimming pool. Article 11 In the first-class protected area, in addition to observing the provisions of the third-class and second-class protected areas, the following acts are also prohibited: < P > (1) dredging, cage fish culture, swimming and other activities that pollute water sources;

(2) building and expanding construction projects unrelated to water supply facilities and water source protection;

(3) Newly set up sewage outlets for domestic wastewater;

(4) set up livestock farms and slaughterhouses.

The wastewater discharge from the original sewage outlet must meet the national standard of Integrated Wastewater Discharge. If the treatment fails to meet the standard, it shall be ordered to be dismantled or moved within a time limit.

The boundaries of water and land of the first-class protection zone for drinking water sources shall be clearly marked by the Jishou Municipal People's Government. Eleventh due to sudden accidents caused or may cause pollution of drinking water sources, the unit or individual responsible for the accident should immediately take measures to reduce and eliminate pollution, report to the local environmental protection department, and inform the relevant units of the pollution hazards. Twelfth in the emergency of drinking water source is seriously polluted, the environmental protection department shall immediately report to the people's government at the same level for approval, and order the relevant units to take emergency measures to ensure the safety of water supply. Article 13 The competent administrative department of environmental protection of the people's government of the state shall exercise unified supervision and management over the protection of drinking water sources in Jishou city.

the competent administrative department of environmental protection of the people's governments of Jishou city, Huayuan, Fenghuang and Baojing counties shall supervise and manage the protection of drinking water sources in the protected areas under their jurisdiction.

the administrative departments of construction, health, water administration, agriculture, forestry and animal husbandry shall, according to their respective responsibilities, do a good job in the protection of drinking water sources according to law. Fourteenth water supply units shall regularly report the monitoring results of drinking water source quality to the environmental protection department.
