chapter I general provisions article 1 in order to promote the construction of Qiandao lake water distribution and supply project (hereinafter referred to as Qiandao lake water distribution and supply project), protect the safety of engineering facilities, ensure the normal operation of engineering facilities, form a multi-source water supply system, and ensure the safety of urban water supply, in accordance with the law of the people's Republic of China on water supply, the law of the people's Republic of China on the prevention and control of water pollution, the regulations on urban water supply of the State Council and Zhejiang. Article 2 These Regulations shall apply to the construction, operation and maintenance of engineering facilities, water quality guarantee, water allocation and supply and related management activities of Qiandao Lake water distribution and supply project.

Qiandao Lake water distribution and supply project includes Jinzhupai water intake, water conveyance tunnels, pipelines and their auxiliary facilities, water diversion facilities in jiande city, Tonglu County and Fuyang District along the line, water distribution projects such as Xianlin Reservoir, and water supply branch pipeline projects from Xianlin Reservoir to the urban area. Article 3 The construction of water distribution and water supply project in Qiandao Lake follows the principles of giving priority to ecological environment protection, combining the development of water resources with planned water use and water conservation, and overall planning and construction of water distribution and water supply. Article 4 The operation of Qiandao Lake water distribution and water supply project shall follow the principles of reasonable water intake, paid water distribution, optimal water use, classified water supply, quality water supply and optimal water price. Article 5 The relevant departments shall pay attention to maintaining a reasonable water level in Qiandao Lake and maintaining the natural purification capacity of water bodies and the features of natural landscapes when formulating plans for the development and utilization of Qiandao Lake water resources and dispatching water resources. Article 6 The Municipal People's Government shall, according to the objectives, investment, effectiveness and regional economic and social development level of ecological protection, establish a compensation mechanism for environmental ecological protection of Qiandao Lake with fairness, justice, consistent powers and responsibilities, and rewards and punishments linked to the completion of ecological protection objectives through financial transfer payment and regional cooperation.

after the Qiandao lake water distribution and supply project is put into operation, the municipal people's government shall regularly organize relevant departments or entrust professional institutions to investigate and evaluate the relevant environmental conditions. The investigation and evaluation shall be announced to the public in a timely manner. Seventh municipal water administrative department is responsible for the supervision and management of Qiandao Lake water distribution project construction and engineering facilities operation.

the competent department of urban water supply shall do a good job in urban water supply management in accordance with the provisions of relevant laws and regulations.

the district and county (city) people's governments and the planning, natural resources, ecological environment, public security, emergency management, agriculture and rural areas, forestry, health and transportation departments at all levels shall, according to their respective responsibilities, cooperate in the implementation of these regulations. Article 8 The construction management unit of Qiandao Lake water distribution and supply project is responsible for the daily management, operation and maintenance of engineering facilities and water quality monitoring of Qiandao Lake water distribution and supply project. Ninth any unit or individual has the right to complain and report acts that endanger the water distribution and supply project in Qiandao Lake.

the municipal water administrative department, the municipal water supply department and the construction management unit of Qiandao Lake water distribution and supply project shall establish a complaint reporting system, and disclose the complaint reporting methods. Article 11 The Municipal People's Government shall establish an overall protection mechanism for drinking water sources such as Qiandao Lake, Qiantang River and Dongtiaoxi, implement ecological protection strategy within the basin, and promote water environmental pollution control.

the municipal people's government should communicate and coordinate with the relevant administrative departments of Xin' anjiang hydropower station to ensure the scientific operation of Xin' anjiang hydropower station, keep the discharge reasonable and protect the downstream ecological environment. Chapter II Project Construction Article 11 The Municipal People's Government shall organize the municipal departments of water administration, planning, natural resources and urban water supply, and the people's governments of Chun 'an County, jiande city County and Tonglu County to prepare special plans for the water distribution and supply project of Qiandao Lake, and incorporate them into the overall plan for national economic and social development. Twelfth Qiandao Lake water supply project construction management unit shall establish a quality and safety management system to ensure the quality and safety of the project construction. Thirteenth Qiandao Lake water distribution and water supply project construction management units shall entrust units with corresponding qualification grades to carry out engineering survey, design, construction and supervision according to law. Fourteenth Qiandao Lake water distribution and water supply project should choose pollution-free, durable, and meet the drinking water standards of building materials and engineering equipment. Article 15 The construction unit of Qiandao Lake water distribution and supply project shall abide by the laws and regulations on production safety, establish and improve the responsibility system for production safety, ensure the capital investment required for production safety, and conduct regular safety inspections to prevent production safety accidents. Article 16 The water pollution prevention and control facilities of Qiandao Lake water distribution and supply project shall be designed, constructed and put into use at the same time as the main project, and the ecological restoration work along the project shall be done simultaneously. Water pollution prevention and control facilities shall meet the requirements of environmental impact assessment documents approved or filed. The construction unit shall, in accordance with the standards and procedures prescribed by the state, check and accept the water pollution prevention and control facilities.

the construction management unit of Qiandao Lake water distribution and supply project should define the scope of prevention and control of water pollution prevention facilities and fulfill the responsibility of the investment subject in the construction of water pollution prevention facilities. Seventeenth Qiandao Lake water distribution and water supply project construction management unit shall, in accordance with the provisions of laws and regulations, organize the stage acceptance and completion acceptance.

if the stage acceptance is not organized or the stage acceptance is unqualified, the subsequent project construction shall not be carried out. Without completion acceptance or unqualified completion acceptance, it shall not be delivered for use.
