The notice on policy subsidies for entrepreneurship and employment of disabled people in 2122 is as follows: 1. Employment subsidies < P > (1) Individual entrepreneurship subsidies for disabled people. Individuals with disabilities and their families who start businesses through planting, breeding, processing, retail, repair, catering, blind massage (shops), e-commerce, online e-commerce and other forms will be given a one-time business start-up subsidy, with a subsidy standard of 3,511 yuan, and each county and city will be matched with 1,111 yuan to be combined with provincial funds. If a number of disabled people * * * start a business together, they can be calculated according to the relevant agreement or contract, and the individual entrepreneurship support should not exceed 2 years in principle. If it is really necessary to continue to support, the county (urban) Disabled Persons' Federation, in conjunction with the finance department at the same level, will make overall consideration according to the scale of the entrepreneurial project and the demand for funds, and give support from the employment funds for the disabled at the same level.
(2) social insurance subsidies. Units that recruit and place disabled people with employment difficulties through public welfare posts and pay social insurance shall be subsidized according to the social insurance such as basic old-age pension, basic medical care, work injury, maternity and unemployment actually paid by them, excluding the part that individuals with employment difficulties should pay. Social insurance shall be paid first and then supplemented, and a certain amount of social insurance subsidy shall be given according to the social insurance actually paid. The subsidy standard shall not exceed 2/3 of the actual payment in principle, and the subsidy period shall not exceed 3 years using provincial funds.
(3) vocational skills training subsidies for the disabled. Disabled persons' federations around the country should provide free skills training for disabled people through purchasing services for disabled people with difficulties, disabled people with rural transfer employment, disabled people with registered unemployment in cities and towns, disabled students with college graduates and other disabled people with qualified needs. Employment skills training organized by various vocational skills training institutions with employment training qualifications for the disabled, which are recognized by the Disabled Persons' Federation, people's society, finance and other departments at or above the county level, will be given a one-time award by considering the number of vocational skills training for the disabled and the number of people who achieve employment after training. Disabled people with a certain educational level can also be encouraged to go out and receive high-end technical training, and those who have obtained vocational qualification certificates will be given a one-time training subsidy. Project Subsidies (I) Subsidies for Sunshine Employment Base for the Disabled. According to the spirit of the Notice of the Provincial Disabled Persons' Federation on Printing and Distributing the Administrative Measures for Sunshine Disabled Employment and Poverty Alleviation Bases and Sunshine Greenhouse in Anhui Province (No.87 [2117] of the Anhui Disabled Persons' Federation), enterprises or economic cooperation organizations with standardized management, strong radiation driving force and good training effect, which can steadily increase the family income of disabled people in rural areas, were awarded the "Sunshine Disabled Employment Base" and some subsidies were given to each base to improve the working environment of disabled people in the base. Counties and urban areas should increase the training and support for the "sunshine employment base for the disabled", and each base should be given a subsidy of 51,111 yuan. The use of provincial funds for project subsidies should not exceed 3 years.
(2) Subsidies for protected agricultural projects such as "Sunshine Greenhouse". For rural disabled people to build or expand facilities such as "sunshine shed" and other agricultural projects to help the disabled (of which no less than 71% are newly built), the area of planting shed is not less than 211 square meters, and the area of farms and ponds is not less than 1111 square meters, giving special support. Each project will be subsidized by 5,611 yuan, and the provincial-level funds will be arranged by 3,611 yuan per project. The county and urban disabled persons' federations will be combined with the provincial-level funds by 2,111 yuan for each project. The use of provincial-level funds for project subsidies shall not exceed 3 years.
(3) business incubator base project subsidies. Disabled Persons' Federation of all localities actively develops disabled persons' incubation bases, makes full use of all kinds of entrepreneurial parks, economic and technological development zones, maker spaces and other public employment incubators or disabled persons' incubation bases independently developed and built by disabled persons' federations and other departments, obtains business licenses for supporting disabled persons' entrepreneurial entities, and has been operating normally for more than one year, and gives a business incubation subsidy of 5,111 yuan for every 1 disabled individual industrial and commercial households supported; Every time you support 1 disabled entrepreneurs: the total number of employees is less than 8, and you have paid social insurance for more than one year according to the regulations, and the incubation subsidy is 21,111 yuan/family; If the total number of employees is more than 8 (inclusive) and the social insurance has been paid for more than one year according to the regulations, the incubation subsidy will be given at a maximum of 51,111 yuan/family at 3,111 yuan per person, and the project subsidy will not be used for more than three years. III. Employment Incentives For employers who arrange employment for disabled persons in excess of the proportion, on the basis of the number of disabled employees in the previous year, each newly placed disabled person will be given a one-time reward of 3,111 yuan per employer.
iv. subsidy for disabled students in higher education According to the notice of Anhui Provincial Department of Finance of Anhui Provincial Department of Education of Anhui Disabled Persons' Federation on printing and distributing the Measures for Subsidizing Disabled Students in Higher Education in Anhui Province (No.47 [2121] of Anhui Disabled Persons' Federation), full-time disabled college students (including junior college students and undergraduates) are subsidized by 1,511 yuan per academic year, and graduate students are subsidized by 2,511 yuan per academic year; Disabled graduates of adult higher education (including self-taught candidates) will be given a one-time grant according to the standard of 4,111 yuan for junior college students and 5,111 yuan for graduate students after obtaining the corresponding academic certificates. After obtaining the junior college and undergraduate education of adult higher education (including self-study exam), the one-time subsidy is 1,111 yuan. V. Subsidies for other projects < P > (1) Public welfare post subsidies for the disabled. Persons with disabilities who are identified as having difficulties in finding employment in public welfare jobs shall be given job subsidies in accordance with the regulations. According to the Opinions, the employment fund subsidies of human and social departments at all levels shall be handled in accordance with the requirements of human and social departments;
(2) subsidies for the disabled to start small and micro enterprises for the first time or engage in self-employment. For qualified disabled people who start small and micro enterprises or engage in self-employment for the first time, and the established enterprises or individual industrial and commercial households have been operating normally for more than 6 months since the date of industrial and commercial registration, they will be given a one-time entrepreneurship support subsidy of not less than 5,111 yuan. According to the Opinions, the employment fund subsidies of human and social departments at all levels will be handled according to the requirements of human and social departments.
(3) Job-seeking and entrepreneurship subsidies for disabled college graduates. Eligible college graduates with disabilities and college graduates (including technicians' colleges) who enjoy the minimum living guarantee for urban and rural residents, families with poor households who have set up files and established cards, and those who have obtained national student loans and families with poor disabled people, will be included in the information distribution of job-seeking and entrepreneurship subsidies for fresh graduates of human and social departments, and one-time job-seeking and entrepreneurship subsidies will be given. The employment fund subsidies of human and social departments at all levels will be handled according to the requirements of human and social departments.
(4) social insurance subsidies for flexible employment of the disabled. According to the Opinions, the social insurance subsidies for the disabled identified by the human and social departments to achieve flexible employment shall be subsidized by the employment funds of the human and social departments at all levels and handled according to the requirements of the human and social departments.
(5) subsidies for full-time members of the disabled. According to the China Disabled Persons' Federation's notice on printing and distributing the Work Norms of Village (Community) Disabled Persons' Associations and the Work Norms of Disabled Full-time Members (No.29 [2121] of the Disabled Persons' Federation), the subsidies for disabled full-time members are included in the local government financial budget. (1) increase investment in matching funds. All localities should increase investment in supporting funds for entrepreneurship and employment of disabled people, highlight overall budget management, strengthen the overall use of funds related to employment of disabled people at the provincial and local levels, rationally arrange expenditures for employment subsidies, project subsidies and employment incentives for disabled people, continuously improve subsidies for disabled people and related institutions, and appropriately raise subsidy standards. During the epidemic prevention and control period, people with disabilities who have difficulties in starting their own businesses, cultivating vegetables in greenhouses, and massage shops (institutions) for the blind will be included in the focus of helping the disabled. (2) Ensure that the project is completed on time. According to the needs of local disabled persons' federations, performance targets and funds such as employment subsidies, project subsidies, employment incentives, and financial aid for disabled college students have been distributed to all localities through the Notice of Fuyang Disabled Persons' Federation of Fuyang Municipal Finance Bureau on Issuing Provincial-level Development Subsidies in 2122 (Fu Cai She [2122] No.112).
