Article 2 These Regulations shall apply to the promotion of civilized behavior and related work within the administrative area of this Municipality.

Article 3 The promotion of civilized behavior should adhere to the principles of Party committee leadership, government leadership, social coordination and public participation, and establish and improve a long-term working mechanism combining rule of law with rule of virtue, cultivation and governance, and self-discipline with heteronomy. Article 4 The promotion of civilized behavior should carry forward excellent cultures such as Hongyan spirit and Three Gorges immigrant spirit, inherit excellent qualities such as tenacity, openness and tolerance, and safeguard the civilized image of Chongqing. Article 5 The people's governments of cities, districts and counties (autonomous counties) shall incorporate the promotion of civilized behavior into the national economic and social development plan, define the overall objectives, tasks and requirements, formulate relevant policies and measures, and promote the coordinated development of civilized behavior and economy and society.

township people's governments and sub-district offices are responsible for promoting civilized behavior in their respective jurisdictions.

village (neighborhood) committees should play the role of grass-roots mass autonomous organizations and assist in promoting civilized behavior according to law. Sixth city, county (Autonomous County) spiritual civilization construction committee in accordance with the provisions of laws and regulations, to promote the promotion of civilized behavior in this area.

Chapter II Standardization and Advocacy Article 9 Citizens and organizations should be loyal to the motherland, consciously safeguard national security, dignity and honor, actively participate in patriotic education and practice activities, and abide by the provisions of hanging the national flag, hanging the national emblem and singing the national anthem. Article 11 Citizens should consciously practice social ethics with civility, courtesy, helping others, caring for public property, protecting the environment, and obeying laws and regulations as the main contents, professional ethics with respect for their posts, honesty and trustworthiness, fairness in handling affairs, enthusiastic service and dedication to society as the main contents, family virtues with respect for the elderly and love for the young, equality between men and women, harmony between husband and wife, diligence and housekeeping, and mutual assistance in the neighborhood as the main contents, and patriotism, courtesy and obedience, diligence and kindness. Article 11 In maintaining public order, the following codes of conduct shall be observed:

(1) Dress appropriately, behave in a civilized manner, and do not make loud noises or swear words;

(2) Waiting for the service, queue up in turn, go up and down the stairs to the right, and take the elevator to get off first and then get on;

(3) Use public seats reasonably and orderly, and do not seize or occupy seats;

(5) Other civilized codes of conduct for maintaining public order. Article 12 In maintaining public health, the following code of conduct shall be observed:

(1) Take care of the city appearance and environment, do not spit or urinate, and do not post, scribble advertisements or depict them at will in violation of regulations;

(2) Abide by the smoking control regulations and do not smoke in public places where smoking is prohibited;

(3) Put garbage in categories according to regulations, and don't throw it away or burn it at will;

(2) Don't throw things out of the building;

(3) Do not damage public facilities and equipment such as fire fighting, and do not arbitrarily connect water, electricity, gas, communication and other lines;

(4) Carry out activities such as decoration, party and dinner, catering service, fitness, singing and dancing, make rational use of venues, facilities and equipment, and abide by relevant regulations on noise prevention and control so as not to interfere with others;

(5) Don't burn or throw funeral and memorial objects in public areas such as roads and communities, and don't set up a coffin shed outside the specified funeral and condolence places;

(7) Other codes of conduct for maintaining community civilization. Article 14 In maintaining rural civilization, the following codes of conduct shall be observed:

(1) Abide by village rules and regulations, help neighbors live in harmony, and build a safe village;

(2) Advocating hard work and getting rich, and resisting indolence and human comparison;

(3) keep the front and back of the house clean and tidy, and do not burn straw illegally;

(4) protecting the rural features, maintaining the rural customs and inheriting the rural context;

(5) Other codes of conduct for maintaining rural civilization.
