Xilu, also known as Xitian, is located in Liuli and Qili outside the west gate of Chengxiang Town, Taicang City. It was an idyllic villa built by Wang Shimin, a famous painter in the late Ming and early Qing Dynasties, and it was the masterpiece of Yuan, a master gardener at that time. The master once gathered with many literati here, painted poems and called himself "the old man in the West". In 2009, Taifeng Community rebuilt the "West Foothill" and built the Taifeng West Foothill Wetland Park.

The project has a total investment of 30 million yuan and will be implemented in three phases. At present, the first and second phases have been basically completed, forming a pattern of "one heart and five districts" with leisure clubs as the core and leisure resorts, conference business districts, ecological breeding areas, green landscape areas and tourist attractions as the supporting facilities. After the project is completed, it will integrate catering, accommodation, entertainment and leisure, further improve the supporting functions of Xicheng District, beautify the "west gate" of the city, and provide a good leisure place for Taifeng and surrounding residents.

The whole park is rich in vegetation types, such as willow, cedar, Metasequoia glyptostroboides, Cinnamomum camphora and osmanthus fragrans, as well as shrubs, vines, flowers and aquatic plants. The crown is undulating, dense and layered.
