The district city appearance and environmental sanitation professional management department (hereinafter referred to as the district sanitation department) is specifically responsible for the daily management of the generation, collection and transportation of kitchen waste within its jurisdiction.
Departments undertaking management functions such as development and reform, education, public security, finance, planning, environmental protection, agriculture, market supervision and management, tourism, and urban management administrative law enforcement shall, in accordance with their respective duties and the provisions of these Measures, do a good job in the management of kitchen waste. Article 5 The catering industry-related associations established according to law shall play the role of industry self-discipline and service, standardize the generation, collection, transportation and treatment of kitchen waste in the industry, popularize the reduction methods of kitchen waste, and urge the harmless treatment of kitchen waste. Article 6 It is encouraged to reduce the generation of kitchen waste by saving meals, listing clean vegetables and improving food processing technology.
Support the research and development and application of kitchen waste treatment technology and equipment, and promote the resource utilization and harmless treatment of kitchen waste. Chapter II Planning and Construction Article 7 The municipal competent department shall, jointly with the development and reform department, formulate a plan for the construction of kitchen waste treatment facilities according to the special plan for city appearance and environmental sanitation.
The land for kitchen waste treatment facilities shall be included in urban and rural planning as the land for environmental sanitation facilities, and no unit or individual may occupy or change its use without authorization. Article 8 The construction of kitchen waste treatment facilities shall be incorporated into the multi-regulation integrated management platform according to law, and the procedures of investment, construction and environmental protection shall be handled in accordance with relevant procedures. Ninth to encourage social capital to participate in the construction and operation of kitchen waste collection and transportation system and treatment facilities. Chapter III Generation, Collection, Transportation and Disposal of Kitchen Wastes Article 10 Producers of kitchen wastes shall declare the types, estimated quantity and destination of kitchen wastes to the local district sanitation department in accordance with regulations.
The new kitchen waste producer shall declare the type, estimated quantity and destination of kitchen waste to the local environmental sanitation department at least 30 days before opening. Eleventh kitchen waste producers are responsible for transporting kitchen waste.
The kitchen waste producer shall use the kitchen waste collection container that meets the requirements of the municipal sanitation department, and keep the kitchen waste collection container closed, intact and clean; Disposable tableware, napkins, beverage containers, plastic tablecloths and other garbage shall not be mixed into kitchen waste, and kitchen waste shall not be discharged into rainwater and sewage drainage pipes. Article 12 In addition to disposing of the kitchen waste by themselves, the kitchen waste producer shall deliver the kitchen waste to a collection and transportation unit (hereinafter referred to as the collection and transportation unit) that conforms to the provisions of these Measures, and sign a collection and transportation contract to specify the time, place, type, quantity and frequency of collection and transportation of the kitchen waste.
The municipal sanitation department shall formulate the model text of the contract for the collection and transportation of kitchen waste. Thirteenth chain kitchen waste producers in this city can choose a collection and transportation unit to sign a collection and transportation contract.
Managers of catering centralized places can choose the collection and transportation unit to sign a collection and transportation contract to collect and transport kitchen waste in a unified way. Fourteenth qualified kitchen waste producers can use kitchen waste treatment equipment to treat kitchen waste by themselves. Kitchen waste treatment equipment shall comply with relevant standards, and pollutant discharge shall comply with relevant provisions of environmental protection.
In case of self-disposal of kitchen waste, the producer of kitchen waste shall file with the municipal competent department at least 10 days before self-disposal of kitchen waste, and establish a work ledger to record the total amount, product quantity and destination of self-disposal of kitchen waste, and the preservation period of the work ledger shall not be less than 2 years.
The municipal competent department shall inspect the situation of the kitchen waste producers' self-treatment of the kitchen waste, and if it is found that it does not meet the requirements of the kitchen waste treatment, it shall be ordered to stop self-treatment. Fifteenth collection and transportation units and kitchen waste processing units (hereinafter referred to as processing units) are determined in accordance with relevant laws and regulations.
The list of collection and transportation units and processing units determined in accordance with relevant laws and regulations shall be announced to the public by the municipal competent department in a timely manner.
