In order to describe the grand blueprint of the development zone, the development zone hired experts from Shanghai Tongji Planning and Design Institute to carry out high-starting planning and design and high-standard construction on the layout of industrial enterprises, commercial residence, logistics facilities, traffic organization, regional roads and greening distribution in the development zone according to the standard of "green, ecological and environmentally friendly industrial city new district", which has been unanimously recognized by all walks of life and investors.

at present, the framework of the first phase of the development zone with a planned area of 21 square kilometers has been fully put in place. All kinds of pipeline facilities in the built-up area have been laid in place at one time, and all the "nine connections" (electricity, ventilation, heat, water supply, drainage, sewage, communication, cable TV and broadband network) have been realized, especially the gas supply conditions of waste heat from power plants and clean natural gas from the national "West-to-East Gas Transmission", which have reached the first-class level in the Yangtze River Delta Development Zone.

There are 3 111KV substations and 1 221KV substations under construction in the Development Zone. A waterworks with a daily output of 61,111 tons and a sewage treatment plant with a daily capacity of 61,111 tons can fully guarantee the water and electricity supply and sewage discharge in the area, and the second sewage treatment plant with a design daily capacity of 121,111 tons has also started construction. The main roads in the park are 66 meters wide and the secondary roads are 33 meters wide. All roads are built according to the national first-class highway standards, and the public green area exceeds one million square meters. There are two five-star hotels and two four-star hotels (under construction) in the area, which provide high-quality catering, accommodation and entertainment for the development zone, and many financial institutions provide investors with modern, safe and convenient financial services.

Changxing Economic and Technological Development Zone can now be divided into "two parks and three zones", namely, advanced manufacturing agglomeration zone, specialized market zone, Sanhewan New Zone, headquarters economic park and emerging strategic industrial park.
