Article 7 Enterprises, institutions and other producers and operators shall take effective measures to prevent and reduce air pollution, and shall be liable for the damage caused according to law. Article 8 The grid supervision and management system for air pollution prevention and control, the target responsibility system for improving atmospheric environmental quality, the assessment and evaluation system for key tasks of air pollution prevention and control, the accountability system for interviews and the incentive and commendation system shall be implemented. The specific measures shall be formulated separately by the Municipal People's Government. Article 9 All units and individuals shall enhance their awareness of environmental protection, abide by laws and regulations on the prevention and control of atmospheric pollution, consciously fulfill their obligations of atmospheric environmental protection, practice a green and low-carbon lifestyle, and actively participate in activities to protect the atmospheric environment.

The departments of development and reform, economy and information technology shall, jointly with relevant departments, strictly implement the catalogue of national comprehensive industrial policies and eliminate backward production capacity. Thirteenth economic and information technology, public security, natural resources and planning, ecological environment, housing and urban and rural construction, transportation, water, urban management and administrative law enforcement departments within the scope of their respective duties, the implementation of supervision and management of dust pollution prevention and control, specific measures shall be formulated by the Municipal People's government. Article 14 When formulating the development plan and industry management policy of catering service industry, the commercial department shall guide industry associations to carry out self-discipline of catering service industry and vigorously promote the prevention and control technology of lampblack pollution.
