1, China's domestic waste increased year by year, only 70% of the classified collection and transportation

However, the data show that in the "13th Five-Year Plan", only 500,000 tons/day of domestic waste will be collected and transported, and it is roughly estimated that by the end of 2020, only 182.5 million tons of domestic waste will be collected and transported, which is only 70% of the total amount of waste collected and transported in large and medium-sized cities.

The harmless treatment capacity in the central and western regions is still insufficient, and the harmless treatment rate of domestic garbage in the established towns in the western and northeastern parts of the country is less than 30%, which is far lower than the target requirement of 70% put forward by the relevant plan in the "13th Five-Year Plan".

From the point of view of domestic garbage collection and transportation, except for 46 key cities, most prefecture-level cities and counties have yet to set up facilities for separate collection and transportation of domestic garbage.

On December 4, 2020, the Ministry of Housing and Construction (MOHURD) held a press briefing to interpret the policy of "Several Opinions on Further Promoting the Classification of Domestic Waste" (hereinafter referred to as "Opinions"). The Ministry of Housing and Construction introduced that the classification of domestic waste in 46 key cities in China has covered more than 77 million households, and the coverage rate of residential neighborhoods is 86.6%; the food waste treatment capacity of 46 key cities has been increased from 34,700 tons/day in 2019 to 62,800 tons/day, and the recycling rate of domestic waste averages 30.4%; 15 cities have reached or exceeded 35%. In addition to 46 key cities, all other cities at prefecture level and above have formulated and issued implementation plans, and have fully launched the work of domestic waste classification.

--Special funds to support "domestic garbage classification and treatment"

On May 9, 2021, the National Development and Reform Commission (NDRC) issued the "Pollution Control and Energy Saving and Carbon Reduction Central Budgetary Investment Special Management Measures", the measures said, to strengthen and standardize the pollution management and energy saving and carbon reduction special central budget investment management, improve the effectiveness of the use of central funds, mobilize social capital to participate in pollution management and energy saving and carbon reduction enthusiasm.
