Notice on Further Strengthening Epidemic Prevention and Control in Crowded Places during Epidemic Prevention and Control

According to the Criminal Law of the People's Republic of China, the Law of the People's Republic of China on Public Security Administration Punishment, the Law of the People's Republic of China on Emergency Response, the Law of the People's Republic of China on the Prevention and Control of Infectious Diseases and the Law of the Supreme People's Court and the Supreme People's Procuratorate on Handling Obstruction Prevention, Explanations on Several Issues Concerning the Specific Application of Laws in Criminal Cases to Control Outbreaks of Infectious Diseases, etc. In order to further strengthen the epidemic prevention and control work in crowded places during the epidemic prevention and control period, the relevant requirements are hereby notified as follows:

1. The crowded places referred to in this notice include but are not limited to enterprise workshops, construction sites, various canteens, shopping malls and supermarkets, medical institutions, nursing homes, mental hospitals, special education schools, supervision of public security, and mental hospitals.

2. During the epidemic period, all the staff in nursing homes, mental hospitals, special education schools and supervision of public security in the whole region can't get in or out, and don't contact with outsiders. The staff should eat and live in the place all the time, and they are not allowed to leave without permission; Relevant management service personnel should be isolated and stick to their posts. Other crowded places should take measures such as fully closed management, relatively closed management and strict control management according to the relevant requirements of zoning and grading management to ensure that the epidemic prevention and control measures are implemented in detail.

3. In crowded places, the main responsibility of the organizer should be implemented in accordance with the relevant regulations on classified control of returned employees, and the prevention and control measures for places and personnel should be formulated and seriously implemented. All crowded places should deal with work and service personnel, strictly implement isolation and control measures as required, and register health information of relevant personnel. During the period of isolation, the isolated returnees must eat alone in a single room and not contact with others. No more isolated observation will be carried out for those who hold health pass cards for people who have returned to work in Shandong Province.

4. In crowded places, a notice board should be set up at the eye-catching position at the entrance, requiring people who enter to wear masks. Those who don't wear masks are not allowed to enter. In all crowded places, temperature detection points should be set up at appropriate locations, and people who have not been measured or whose body temperature is ≥ 37.3 C are forbidden to enter, and those who have suspected symptoms such as fever, fatigue and dry cough should be sent to the hospital in time. Personnel entering crowded places should consciously abide by and actively cooperate.

5. The organizers in crowded places should equip employees with necessary protective equipment, and require employees to wear masks all the time to strengthen personal protection.

6. In crowded places, the internal and external environment, relevant facilities and equipment, garbage collection points should be disinfected regularly, air conditioners, elevators and other equipment should be used according to the specifications, the environment should be kept clean, and garbage should be removed in time. Individuals entering crowded places should develop good hygiene habits, do not touch things, and wash their hands frequently.

7. In crowded places, the scale and density of people flow should be scientifically and reasonably controlled, and personnel should be well channeled and diverted to avoid people gathering and keep the place well ventilated. All crowded places should set up a "one-meter safe distance" line at entrances, exits, cashiers and other areas that need to wait in line, and the distance between people should be more than 1 meters.

8. Staff dormitories in crowded places should keep indoor air circulation, open windows for ventilation every day, and strengthen preventive disinfection. Dining management should be strengthened in crowded places, and meals should be served in different periods, and dining alone should be scattered to reduce the gathering of people.

9. The designated reception hotels in the district should strengthen the management of visitors, and eat in single rooms and separate rooms. If it is really necessary to go out, it should be approved by the competent department of business, and fixed car transfer, point-to-point activities. The driver of the bus should also receive the hotel to live and eat at the designated place. The staff living in the designated reception hotel should arrange their work by telephone, video and other forms as far as possible. If it is really necessary to receive a visitor, the designated reception hotel will arrange a special reception room, the number of visitors should not exceed 3, and the reception time should be strictly controlled. The reception room should be disinfected in time after use. Designated reception hotels should check the temperature of visitors and make registration.

11. In crowded places, scientific epidemic prevention knowledge and public health knowledge should be publicized through broadcasts and announcements, so as to guide the masses to enhance their awareness of self-protection.

11. The broad masses of people should actively cooperate with relevant departments to implement relevant prevention and control measures to ensure life safety and social stability. Business units and individuals that fail to implement relevant provisions on epidemic prevention and control according to regulations shall be investigated for responsibility according to the Law of the People's Republic of China on the Prevention and Control of Infectious Diseases, the Law of the People's Republic of China on Emergency Response, the Criminal Law and other laws and regulations.

12. The departments in charge of industries are responsible for the implementation of prevention and control measures in crowded places, among which the industrial and communication enterprises are the responsibility of the District Bureau of Industry and Information Technology, the construction sites and gas enterprises are the responsibility of the District Housing and Construction Bureau, the shopping malls, supermarkets and hotels are the responsibility of the District Bureau of Commerce, the medical institutions and mental hospitals are the responsibility of the District Health Bureau, the nursing homes are the responsibility of the District Civil Affairs Bureau, the special education schools are the responsibility of the District Education and Sports Bureau, the government service center is the responsibility of the District Administrative Examination and Approval Service Bureau, and supervision of public security is the responsibility of the District Public Security Bureau. After other crowded places resume normal business, the competent department of industry shall be responsible for supervising the implementation of prevention and control measures.
