recall system of unqualified food
This system is formulated in order to protect the legitimate rights and interests of consumers and avoid the personal safety of consumers caused by unqualified food entering the market.
1. responsibilities: the manager of the finished product warehouse, the manager of the marketing department and the person in charge of the recall of the marketing department are responsible for the implementation of this regulation.
2. when it is known that the food sold by the company may have defects that endanger the health and safety of consumers, it shall promptly notify consumers, and take back the problematic food from the market and consumers, replace it, compensate and take active and effective remedial measures to eliminate the risk of unqualified food.
3. There are three types of recalled food: one is food that may cause serious health damage or death; The second category is foods that are less likely to cause health damage; The three categories are foods that will not cause health damage but are not suitable for consumption.
iv. sources of food information to be recalled: first, the operators learned it from the food manufacturers; Second, the unqualified food detected by the operator's self-inspection and law enforcement; Third, the media exposure; The fourth is issued by the government and functional departments.
V. Procedures:
According to the time limit for recalling products, recalled products can be divided into general product recall and emergency product recall.
1. General product recall procedure:
(1) After the person in charge of the recall works presses the product recall decision, he/she will quickly read the sales records and make a recall plan, including the product name, specification, batch number, name, address, telephone number (or fax), contact person, recalled product quantity, recall method, time, recall reason, etc.
(2) notify the marketing department and relevant personnel of the recall plan and immediately implement the recall plan.
(3) The executive regularly reports the recall work and abnormal situation, and counts the recall difference and recall rate.
(4) When the recalled products enter the finished product warehouse, it shall be carried out according to the Standard Operating Procedures for Receiving Returned Products.
(5) fill in the returned goods management record, which includes: product name, batch number, specification, quantity, recall unit, address, telephone number, fax number, reason for returning goods, date and handling opinions.
2. Emergency product recall procedure
(1) After the emergency recall of products is approved by the enterprise leaders, an emergency recall leading group composed of the quality leaders in charge of the enterprise, the heads of the quality control department and the marketing department is established to be responsible for the leadership decision-making and the handling of abnormal situations in the whole process of emergency recall.
(2) set up a working group mainly composed of marketing department, quality management department and warehouse to be responsible for the emergency product recall.
(3) The following materials should be prepared within 24 hours after the emergency recall decision is issued:
① Product name, specification, dosage form, batch number and quantity.
② product batch sales records.
③ product stop-using instructions or stop-selling instructions, including the reasons for emergency recall, which may cause medical consequences, and the notification that remedial measures or preventive measures are recommended to stop selling and using immediately.
(4) report the information of the recalled products, the instructions and notices of stopping the sale and use and other information to the local drug supervision and administration department.
⑤ The marketing department informs the receiving unit of this batch in the sales record by the fastest means and channels, and sends the information of the recalled products and the instructions and notices for stopping the sale and use to the receiving unit.
⑥ after receiving the notice, the receiving unit forwards it to all sales units until the wholesale enterprises or even individuals to which the products are sold.
⑦ when recalling products, pay attention to the recall rate and the difference between the recalled quantity and the specified quantity.
⑧ In the process of emergency recall, the working group should regularly report the progress of the recall to the leading group, and there should be personnel on duty 24 hours a day to deal with what may happen at any time.
⑨ When the recalled products are transported to the factory finished product warehouse, the "Standard Operating Procedure for Receiving Returned Products" is enabled.
attending every stage of emergency recall, each participant should record the measures and time taken in detail, and after the recall, it should be sorted, analyzed and archived and stored in the product quality file.
