Just now, everyone visited the construction sites of Mei Chuan and Huaqiao. Mei Chuan and overseas Chinese introduced the experience of small town construction respectively, and Comrade Yue Xian gave a lecture on urban and rural planning. Later, Secretary Zhang will deliver an important speech, and everyone should implement it according to the spirit of Secretary Zhang's speech. Next, I'd like to make three comments.

Understand the situation clearly, strengthen the sense of responsibility and speed up the construction of small towns.

Since the beginning of this year, towns and villages have made new steps in the construction of small towns through their efforts closely around the goal of "building a strong city with comprehensive strength in Hubei". First, the planning of small towns is carried out in an orderly manner. Under the guidance of urban master plan, five towns have completed a new round of master plan revision, and most of the 39 central villages have completed the planning work, and started some professional plans for municipal roads, water supply and drainage, landscaping and sanitation. Second, the functions of small towns have been further enhanced. The total investment of small towns in the city is 45 million yuan, and 77 new (already) infrastructure projects have been opened, which has improved the comprehensive functions and taste of towns. Third, adhere to the industry to revitalize the town and enhance the development potential. According to the actual situation, most towns cultivate characteristic industries, vigorously attract investment, develop private economy, promote industrial agglomeration, revitalize existing assets and accelerate local development. Fourthly, the face of Rong Zhen Town has obviously changed. Some towns draw lessons from the management experience of "four packages in front of the door" in urban areas, and intensify the rectification of town capacity and appearance, and have achieved initial results. Fifth, the construction of Tongcun Highway is booming. In 2007, the "village-to-village" highway was completed 100 kilometers, which greatly facilitated farmers' production and life, and farmers responded well. Sixth, the village environmental improvement work has achieved results. All localities and villages have strengthened village environmental improvement activities in light of the actual situation, and the environmental sanitation has been improved.

Especially in Mei Chuan and Huaqiao, the construction of small towns has achieved remarkable results and is worth learning from. The characteristic of Meichuan Town is to promote industrial development in the development of small towns. They insist on high starting point and high standard planning, combine urban functions with economic development, and strive to solve the problem of "how to build a town"; Make full use of market financing for construction, and strive to solve the problem of "where does the money come from" in urban construction; Actively innovate the urban management mechanism, the main leaders attach great importance to it, and the leaders in charge pay close attention to its implementation, fully guarantee manpower, material resources and financial resources, stimulate the vitality of institutions, form a management model of humanized management, market-oriented operation, socialized supervision and specialized law enforcement, and fully solve the problem of "who will grasp the work". Huaqiao town's approach is to promote urban construction with economic development. They use the advantages of location, transportation and industry to build three characteristic industries, namely hardware, textile and clothing, and grain processing, and set up three industrial parks. This has not only promoted the economic development, made the three major industries bigger and stronger, but also promoted the urban construction of huaqiao town, implemented the idea of transforming old streets and building new streets, and opened the framework for the construction of small towns.

Since the beginning of this year, although the construction of small towns in our city has achieved certain results, we should also be soberly aware that the construction of small towns in our city is only a low-level simple operation. Compared with the requirements of higher authorities, compared with the development trend of small towns in the whole province and Huanggang City, compared with the needs of economic and social development, compared with the wishes of the people, there is still a big gap: First, the understanding is not unified enough. So far, there are still a few leading comrades who lack a correct understanding of the construction of small towns, with vague ideas and different mentalities. Some are "singing high-profile" and "singing low-key", and the emotions of blind complacency, fear of difficulties and war, and negative coping exist to varying degrees. Second, the development is not balanced enough. The construction of key towns and central villages is faster than that of ordinary towns, and a few towns have not yet had a decent street; Third, the characteristics are not obvious enough. Low starting point of planning, low level of construction and low grade of management have become three major problems in the construction of small towns in our city; Fourth, the fund-raising efforts are not enough. The mechanism of raising funds by market has not been fully established, which has caused a serious shortage of construction funds and greatly restricted the construction process of small cities and towns. These difficulties and problems must be carefully studied and solved step by step.

At the same time, we must also deeply realize that small towns, as the junction of urban and rural areas, are the key to realize the coordinated development of urban and rural areas. Speeding up the construction of small towns is the need to implement Scientific Outlook on Development and build a harmonious society. It is the need to promote urban and rural structural adjustment, expand demand and promote rapid and healthy economic development; It is the need to improve the investment environment, expand opening to the outside world and accelerate the construction of three civilizations; It is the need to improve people's quality of life and meet people's growing material and cultural needs; It is also an important platform for accelerating urbanization, a service carrier for agricultural industrialization, and a foundation for promoting new rural construction. With the development of market economy and the great transfer of the tertiary industry to the central and western regions, all parts of the country, especially the central and western regions, have set off a wave-by-wave upsurge of small town construction according to the requirements of the new situation, and the development trend of small town construction in surrounding counties and cities is aggressive. Therefore, we have no choice but to conform to the trend of the times, strengthen the awareness of towns, construction, innovation and development from the height of striving to build a strong economic city in Hubei, further enhance the sense of responsibility for accelerating the construction of small towns, concentrate on construction, concentrate on development, and fully promote the urbanization process in our city.

Two, a clear goal, scientifically grasp the construction process of small towns in our city.

On June 27th, 2007, 10, the site meeting of Huanggang small town construction was held in Luotian. Our municipal party committee and municipal government attach great importance to the construction of small towns. In 2006, the municipal government issued the Opinions of the Municipal People's Government on Further Accelerating the Construction of Small Towns, which pointed out the direction and put forward specific requirements for the construction of small towns in our city in the future. These two "opinions" are the direction and goal of the construction of small towns in our city in the future. In order to complete the tasks in the two opinions, I would like to say five important words here: planning guidance, industrial support, foundation first, multi-party financing and strengthening management.

(1) planning guidance: to build small towns, we must give priority to planning. Planning is characteristic, image and productivity. Poor planning and chaotic construction, even if it is built today and demolished tomorrow, will leave great regret and bring great waste. At present, a new round of small town planning revision is under way. It is the responsibility of the construction system to guide the compilation of small town planning, and it is the responsibility of the township government to implement the compilation of small town planning. The responsibility should be clear and the task should be completed.

At present, the implementation of small town planning in our city has a heavy task. In order to achieve the purpose of planning and guiding construction, it is necessary to publicize the new Urban and Rural Planning Law. All localities should focus on the publicity month (week) activities before and after the implementation of the Urban and Rural Planning Law, make full use of all kinds of news media, the Internet, as well as road signs, billboards, leaflets, public questions and answers and other publicity methods, and focus on promoting the policy attributes of urban and rural planning, planning administrative licensing and revision procedures, planning openness and public participation, planning implementation supervision and legal responsibility. Create a law-abiding atmosphere in the whole society and strive to improve the legal awareness of urban and rural planning of the general public. The second is to implement the urban and rural planning law. The new Urban and Rural Planning Law will be implemented in 2008 1 month 1 day. It is necessary to combine the study and implementation of the new law, evaluate the existing urban and rural planning achievements, and make suggestions on the planning achievements that do not meet the requirements of the urban and rural planning law. Seize the time to organize experts to conduct technical review of the planning being prepared, especially the mandatory contents of urban and rural planning projects to be submitted for approval, such as the scope of construction land, the nature of land use and infrastructure. Third, in accordance with the provisions of the Urban and Rural Planning Law, the countdown forced the task of planning revision to be completed. Except Mei Chuan, Huaqiao, Longping and Shifosi, all towns and villages should try their best to complete the revision of the master plan before the end of 2008. In addition to the 39 central villages that have completed their tasks, there are nearly 300 villages in our city that have not yet made plans. All localities should also formulate task completion plans according to the countdown to the completion of tasks in five years to ensure that each village has a central village construction plan that conforms to the actual situation of the village and guides the construction; Fourth, strict and effective management planning. The plan has been determined to be seriously implemented, and supervision and management should be strengthened, and it cannot be shelved. To achieve "the mayor is in charge of planning", we must never engage in the will of the Chief Executive. All projects in the construction of villages and market towns must be implemented in strict accordance with the approved overall planning, recent construction planning and regulatory detailed planning, and the system of "one book and two certificates" and "one book and one certificate" must be strictly implemented. Where conditions permit, it is necessary to establish a planning publicity system to effectively improve the transparency and public participation in planning implementation; It is necessary to establish an urban planning inspection system, an accountability system and an important planning report filing system to timely discover and correct outstanding problems in the process of planning implementation.

(2) Industrial support: Industrial development is the key to the vitality of small towns. The development of small towns is based on economic development. If there is no economic development and there are not enough jobs in non-agricultural industries, the development of small towns will lose its foundation, that is, without trees and passive water, there will be no vitality, and small towns will be just an empty shell. Industrial growth and prosperity of small towns; Industry is shrinking and small towns are declining. This is a reality and a law. In the process of developing small towns, we are required to proceed from reality, act according to economic laws, take industrial development as the focus of small town construction, combine the development of small towns with the adjustment of rural industrial structure, agricultural industrialization and the development of township enterprises, and do a good job in prospering towns through industry. Towns with a good industrial base should do a good job in building industrial communities, promote investment attraction, combine village and town construction with industrial development, cultivate leading industries and pillar industries, and realize industrialization and urbanization.

(3) Foundation first: towns should focus on infrastructure construction in accordance with the requirements of "rational layout, comprehensive development and supporting construction": First, do a good job in road traffic construction. Towns should do a good job in the construction of trunk lines and internal connecting lines entering and leaving small towns, and the damaged connecting lines should be repaired as soon as possible to ensure that the road skeleton with smooth internal and external circulation is completely opened and pulled. Huaqiao town is ahead in this respect, which is worth learning from. The second is to build functional support at the same time. In accordance with the principle of joint construction above ground and underground, we will improve the functional support of infrastructure such as water supply and drainage, sidewalks, sanitation, parking kiosks, greening, electricity, communications and bazaars. Small towns like Meichuan Town's expansion of the southern end of Zhenxing Avenue should open a road to improve their functions. If any project is to be built, the supporting facilities must be in place simultaneously, and it is better to build it incompletely than not to do it at all. The mature central village should do a good job in supporting the construction of roads, water supply and drainage, telephones, closed-circuit television, medical clinics, small shops, restaurants, kindergartens, public toilets and other public facilities, fundamentally transform the rural landscape and improve the level of village construction. The third is to do a good job in the construction of demonstration streets. Demonstration street is the epitome of small town construction. Through the construction of demonstration street, the healthy and civilized spirit and beautiful and comfortable environmental space of small towns are truly reflected. Large-scale towns should determine a street as a demonstration street, and start with the supporting facilities of the demonstration street, focusing on the facade modeling, packaging, space pipeline regulation and traffic management order regulation on both sides, so that the demonstration street can reach the standards of cleanliness, green, lighting, beauty and characteristics as soon as possible and truly become a standardized civilized demonstration street. Fourth, do a good job in community and greening construction. At present, towns with better conditions should seize the favorable opportunity of this winter and next spring to do a good job in landscaping and landscape construction, and determine the key points of greening landscape construction according to the requirements of architectural characteristics, quality assurance, quality products and tree image, and gradually form a small town greening system based on the greening of the big environment, with park greening as the core, road greening as the network, courtyard greening as the support and street greening as the ornament.

(D) Multi-financing: The shortage of funds has always been a "bottleneck" restricting the construction of small towns. There are many ways to solve the difficulty of construction financing. The key depends on whether our financing concept is market-oriented, whether financing methods are socialized and whether financing means are flexible and diverse. The report of the 17th National Congress of the Communist Party of China clearly requires that the whole party should improve its independent innovation ability, constantly innovate ideas and methods, and solve problems in development. This requires us to accumulate funds for the construction of small towns by means of the market, and let the market mechanism play a fundamental role in the allocation of resources. The experience in Meichuan Town is very good. I'll sort it out again here. There are four channels: the first channel is to run a small town. Land is the biggest asset of a town, and to run a town is to run the land to a great extent, that is, to excavate and improve the income of the land to the maximum extent. Make full use of differential land rent, make inefficient assets become efficient assets, non-operating assets become operational assets, and gather funds from the appreciation of land resources and real estate resources. Of course, there are other government assets. The second channel is financing. We should dare to use other people's money and future money to do urgent and important things now. Enterprises can't be bigger and stronger without financing; Without government financing, urban construction cannot change its face in a short time. The third channel is to attract investment. Including industrial zone construction, real estate development, garbage treatment plants and sewage treatment plants, many infrastructure construction can be solved by attracting investment. The fourth channel is financial funds. Therefore, we must make a fuss about the diversified financing channels such as marketization, making money from land, introducing foreign capital and revitalizing assets, absorbing incremental capital with stock capital, activating tangible capital with intangible capital, and operating large capital with small capital to realize a new investment system for small town construction.

(5) Strengthening management: Planning, construction and management are an indispensable organic whole in the construction of small towns, which are interrelated and promote each other. "Three-point construction and seven-point management" shows the importance of management. First, we must manage according to law and implement the system. In accordance with the Urban and Rural Planning Law and the Regulations on Quality Management of Construction Projects, the planning and construction management of villages, market towns and towns should be strengthened. It is necessary to strictly implement the site selection opinions and construction permit system, and implement the legal person responsibility system, bidding system, project supervision system, contract management system, project filing system and construction permit system. It is used for public and private construction projects with an area of over 300 square meters. Only when these systems are truly perfected and implemented can the safety, quality and construction period of small town construction projects be reliably guaranteed. The second is to implement a market-oriented and socialized management model. According to the principle of "whoever invests will benefit", all localities should implement market-oriented and socialized operation of infrastructure such as water supply, drainage, roads, sanitation, landscaping and municipal maintenance, and realize the goal of "supporting people with things". The third is to organically combine urban management with creation activities. Recently, Huanggang launched the "Four Cities Co-creation" activity to create a provincial health city, a provincial garden city, a provincial civilized city and an excellent tourist city in China, which will be launched in our city soon. Villages and towns should combine urban management and creation activities in a timely manner, unite people's hearts through activities, mobilize all forces, carry out the construction and management of small towns on a large scale, and promote the construction and management of small towns to a higher level. The fourth is to carry out comprehensive improvement of the village environment. Some of our towns and villages have been built indiscriminately, stopped and put in disorder, occupied the road, and the sewage has crossed the river, which has reached the point where it must be treated. Some towns themselves have a good foundation, but the environment in the towns is too bad, and the leaders are not satisfied. 1 65438+1October1onwards, all towns and villages in the city should concentrate one hundred days to carry out garbage removal, road improvement, banning occupation of roads and shops, and rectifying littering and stopping, and strive not to litter, occupy roads, move vendors, litter, weed and roadside gardens, and graffiti. The comprehensive renovation of the demonstration street will promote the obvious improvement of the city appearance, environmental sanitation and commercial order of small towns, and lay a good foundation for the city's "joint creation of four cities"

I would also like to emphasize here that we should do a good job in village renovation. Village renovation is one of the core contents of building a new socialist countryside. Promote the construction of new countryside through the construction of small towns, so that villages can gradually meet the "five changes and five connections" standards of road improvement, water improvement, toilet improvement, kitchen improvement, village-to-village communication, electricity supply, water supply, biogas supply and communication, but in the construction, we must also achieve "four precautions": prevent large-scale demolition and large-scale construction; Prevent big bags; Prevention of image engineering; Prevent a pattern. Three, strengthen leadership, push the construction of small towns in our city to a new height

(2) Clear responsibilities: According to the requirements of Huanggang Municipal Government and Wuxue Municipal Government, the secretary and mayor are decision makers in the construction of small towns, and they have great responsibilities, which play a vital role in the sustainable and coordinated development of small towns. Incorporate the construction management and civilization creation of small towns into the evaluation category of "civilized units" and "quality service departments". The municipal party committee and municipal government will regularly organize urban construction and other functional departments to take various forms to strengthen the inspection and supervision of the construction and management of small towns in the city.
