Article 3 These Measures shall apply to Shinan District, Shibei District, sifang district and Licang District. Article 4 The municipal and district finance and trade committees shall be responsible for the planning, coordination and audit of the establishment of morning night markets within their respective jurisdictions, and the municipal and district administrative departments for industry and commerce shall be responsible for the supervision and management of morning night markets within their respective jurisdictions.

The relevant administrative departments of public security, sanitation and epidemic prevention, urban management, culture and price, and the township people's governments and sub-district offices where the morning night market is located should perform their respective duties and cooperate closely, and do a good job in the management of the morning night market. Article 5 The morning night market shall be set up in a reasonable way according to the principles of facilitating people's life, not obstructing traffic, not disturbing people and not affecting the city appearance.

it is forbidden to set up morning and night markets in urban landscape protection areas, on both sides of main roads and in front of state organs, schools, kindergartens and other units. Article 6 To start an early night market, the promoters shall go through the relevant examination and approval procedures in accordance with the provisions of these Measures.

the promoters of the morning night market should establish and improve the management organization and system of the morning night market, do a good job in the daily organization and management of the morning night market, and be responsible for the environmental sanitation, market operation order and other relevant specific work of the morning night market. Seventh the use of urban roads, squares and other public * * * places to start the morning night market shall be subject to the preliminary examination of the district people's government, the Municipal Finance and Trade Commission for examination and put forward opinions, and then reported to the Municipal People's government for approval; The use of idle places within the unit to run the morning night market shall be approved by the local district people's government and reported to the Municipal Finance and Trade Commission for the record.

for the morning night market that has been opened, the promoters shall re-apply for examination and approval and registration within 31 days after the promulgation of these measures. Article 8 An entity that runs an early night market shall, in accordance with the Interim Measures for the Registration of Commodity Trading Markets issued by the State Administration for Industry and Commerce, apply to the administrative department for industry and commerce where the market is located for the registration of the early night market. Article 9 If the promoters of the morning night market need to change the registered items due to the change of the person in charge or the relocation, merger, division or cancellation, they shall apply for the change or cancellation of registration according to the relevant provisions. Article 11 Any unit or individual permitted by the national policy may engage in business activities in the morning night market with a letter of introduction from the unit or a resident ID card. Eleventh long-term or seasonal engaged in business activities in the morning night market, should apply to the promoters for a fixed booth permit.

if the premises of the company are used to open the morning night market, the promoters can rent the booth to the operators and sign a rental agreement. Article 12 Business operators shall list and collect shares within the specified time, and shall not advance or postpone them. Article 13 The commodities listed in the morning night market are mainly industrial commodities, agricultural and sideline products and stationery.

it is forbidden to operate aquatic products, live poultry and fresh meat that may easily cause site pollution in the morning and night markets, and it is forbidden to operate other catering industries except the breakfast for all.

if the laws and regulations stipulate that the commodities listed and traded and the services provided need to be examined and approved by the relevant departments or issued with certificates, the laws and regulations shall apply. Fourteenth operators engaged in business activities in the early night market shall not violate the provisions of Article 31 and Article 32 of the Measures for the Administration of Qingdao Markets. Article 15 Anyone who engages in food business in the morning night market shall be approved by the promoters of the morning night market and abide by the following provisions:

(1) Holding a legal hygiene license, health certificate and fixed lighting certificate to operate;

(2) Food and its auxiliary materials must meet the hygiene requirements;

(3) Unpackaged food for direct import should be stored in clean facilities, and special tools must be used to pick up the goods when selling to prevent food pollution;

(4) Disposable tableware or sterilized tableware must be used, and tableware shall not be cleaned on site;

(5) Employees must wear clean work clothes and keep personal and business premises clean. Sewage and garbage should be dumped in designated sanitary facilities;

(6) Other relevant provisions of food hygiene laws, regulations and rules. Sixteenth in addition to the relevant provisions of the implementation of pricing or price limit of goods, morning and night market commodity prices agreed by the parties to the transaction.

Article 19 Business operators shall pay taxes according to law.

the fees that operators should pay in accordance with the provisions of laws, regulations and rules shall be uniformly collected by the early night market operators and allocated to the relevant departments according to the provisions. In addition to the provisions of laws, regulations and rules, no other unit or individual may collect fees in the morning night market, and the operator has the right to refuse to collect fees in the morning night market.
