Internal structure of Fuzhou Urban Planning Bureau

There are 7 functional departments

(1) Office

Responsibilities: Responsible for synthesizing and coordinating the overall government affairs and supervising major issues; Responsible for receiving, distributing, handling official documents, undertaking matters instructed by the leaders of the Bureau, and the administrative seal of the Bureau; Responsible for secretarial work, file information, cadre and personnel, organization establishment, family planning and suggestions of the Municipal People's Congress and CPPCC; Responsible for the financial and state-owned assets management of the bureau. Guide the financial work of subordinate units, and audit and supervise the use of their funds; Responsible for security, vehicle management, logistics support and the establishment and implementation of various administrative rules and regulations.

(II) Supervision Office

Responsibilities: Organize and carry out the principles, policies and resolutions of the Municipal Commission for Discipline Inspection, the Municipal Supervision Bureau, the discipline inspection team of the ministries and agencies, the supervision office and the party group of the bureau on the anti-corruption struggle and the construction of party style and integrity, make work arrangements in light of the actual situation, be responsible for the daily work of the leading group office and the rectification office of the bureau on the construction of party style and integrity, and organize and guide the publicity and education on the overall construction of party style and integrity and anti-corruption work. Supervise and inspect the objects of overall administrative supervision to implement national laws, regulations, guidelines, policies, decisions and orders, and organize and guide the overall supervision of law enforcement and discipline.

(III) Technical Department

Responsibilities: Responsible for the preparation, adjustment, revision and approval of urban master planning, zoning planning and detailed planning, and comprehensively coordinate and balance other professional system planning; Responsible for organizing planning and design bidding and scheme review; To examine and approve the detailed planning approved by the Municipal Urban Planning Bureau; Responsible for the administrative management, qualification examination and dynamic management of the city's planning and design industry; Participate in the formulation of river basin planning, regional planning, overall land use planning, social and economic development planning, construction planning and land use planning within the city; Responsible for urban planning and design, large-scale topographic map work and multi-purpose mapping and coordination of topographic map in urban planning area, review urban survey reports, achievements and mapping, and supervise and inspect the centralized management of survey results and data; Responsible for planning technical work; Assist bureau leaders to deal with major technical problems; Responsible for the technical reconsideration of planning management approval; Responsible for answering and handling technical questions about planning and management inside and outside the bureau; Responsible for staff planning business training; Responsible for the management of books and technical materials.

(4) Land Use Planning Management Section

Responsibilities: Responsible for coordinating the examination and approval of construction project planning, and checking and replying to the examination and approval opinions of construction project planning; Responsible for the design of land for construction projects and the approval of scheme planning; Responsible for the planning and management of construction land, determine the site selection and location of construction projects, put forward planning and design conditions, and issue "Opinions on Site Selection of Construction Projects" and "Construction Land Planning Permit"; Participate in the annual land use plan, real estate development plan and urban construction project arrangement in the urban planning area, and cooperate with the investigation and punishment of illegal land use.

(V) Project Planning Management Section

Responsibilities: Responsible for examining and approving architectural design schemes; Review the architectural design and construction drawings, issue the Construction Project Planning Permit and Temporary Construction Project Planning Permit, and verify the building positioning; Responsible for the planning and management of urban landscape (including the examination and approval of urban sculpture and urban beautification quantification); Participate in the preliminary examination of the planning and construction scheme of large and medium-sized buildings in the urban planning area; Supervise and inspect the publicity of the construction unit after approval; Participate in construction project planning, line inspection and completion acceptance.

(6) Municipal Engineering Planning and Management Section

Responsibilities: comprehensively coordinate the planning and construction of municipal engineering within the urban planning area and participate in the arrangement of annual urban construction projects; Responsible for reviewing the planning and design scheme of municipal engineering projects; Participate in the joint review of preliminary design of municipal engineering, issue the Opinions on Site Selection of Municipal Construction Projects, and verify the Construction Project Planning Permit of Municipal Construction Projects; Responsible for the post-approval planning and management of municipal engineering projects under construction; Responsible for organizing the planning, completion and acceptance of municipal engineering construction projects.

(VII) Planning Supervision Section

Responsibilities: Responsible for supervising and inspecting the construction projects approved by the administrative license, and timely investigating and handling the construction that violates the approval requirements; Responsible for organizing the planning inspection and completion acceptance of construction projects, and issuing the "Construction Project Planning Acceptance Certificate"; Responsible for the management of construction project planning files; Responsible for accepting cases reported by the masses that violate the approval requirements for construction; Responsible for coordinating and handling relevant construction disputes; Responsible for the administrative reconsideration, administrative litigation and legal publicity and education of the planning and management of counties (districts) in the city.
