On July 20th, the official micro-signal of Nanjing Development and Reform Commission of Jiangsu Province issued the "Explanation on the Implementation Scope of the New Property Fee Standard for Soliciting Public Opinions", which responded to the misunderstanding that "all residential property fees will rise" and made it clear that the new standard is applicable to newly-built ordinary houses.
On July 16, the website of Nanjing Development and Reform Commission published the Implementation Opinions on Implementing the Management Measures for Property Service Charges in Jiangsu Province (Draft for Comment) and the Notice on Printing and Distributing the Service Levels and Charging Standards for Ordinary Residential Properties in Nanjing (Draft for Comment). According to the contents of the exposure draft, the new charging standard is divided into five grades, namely, 0.5 yuan-1.7 yuan per square meter per month for multi-storey residential buildings and 0.9 yuan -2.6 yuan per square meter per month for high-rise residential buildings, while the original highest charging standard is 1.9 yuan per square meter per month for high-rise residential buildings, with the highest increase of 36.8%.
As for the reasons for the adjustment, the Nanjing Municipal Development and Reform Commission previously pointed out that the current government-guided price standard for public service charges of ordinary residential properties in our city was formulated in 2006, and the minimum wage standard in our city was raised from 750 yuan/month in 2006 to 2020 yuan/month, with an increase of 169.3%. The basic old-age insurance for enterprise employees, housing accumulation fund and per capita disposable income of urban residents have all increased simultaneously. According to the cost survey results, more than 70% of the operating costs of property service enterprises in our city are labor costs. As a labor-intensive industry, it is necessary to adjust the government guidance price standard in a timely manner under the background of a sharp increase in labor costs.
However, the upward adjustment of the charging standard for property fees has also caused some citizens and netizens to misunderstand that "all residential property fees will rise".
In this regard, the Nanjing Municipal Development and Reform Commission clearly pointed out: the scope of application of the new property fee standard in the draft for comments is to build new ordinary houses, and not all residential quarters have increased their prices. After soliciting opinions, when the new property service charge policy is officially released and implemented, before the development and construction of new ordinary houses are completed and delivered to the owners for occupancy, when the construction unit selects property service enterprises through bidding or agreement, the new property service charge standard will be implemented, and the existing ordinary houses that have been occupied will still be implemented according to the original property service contract.
In addition, the Nanjing Municipal Development and Reform Commission reminded the owners that after soliciting opinions, when the new property service charging policy is officially released and implemented, if the existing ordinary houses want to increase the property fee, they need to be decided by the owners, which can be divided into two situations:
For the community where the owners' meeting has not been established, the relevant procedures should be performed in strict accordance with the regulations (1). The property enterprise entrusts an accounting firm to audit the operation of property projects in the previous year, and the audit report is publicized in a prominent position in the property management area for 30 days; (2) The property enterprise will publicize the charging standards, service contents and service standards to be adjusted in a prominent position within the property management area for 30 days, and inform the neighborhood offices (town people's governments), community neighborhood committees, district price and property management administrative departments in writing; (3) The price adjustment plan is approved by the owners whose exclusive parts account for more than half of the total construction area and more than half of the total number of people, and the voting results shall be publicized in a prominent position in the property management area for not less than seven days.
The community where the owners' assembly has been established shall be implemented through the property service contract through consultation between the owners' assembly or the owners' committee authorized by the owners' assembly and the property service enterprise.
