Regulations of Taian Municipality on the Classification and Management of Domestic Waste

chapter I general provisions article 1 these regulations are formulated in accordance with the environmental protection law of the people's Republic of China, the law of the people's Republic of China on the prevention and control of environmental pollution by solid waste and other laws and regulations, in combination with the actual situation of this municipality, in order to strengthen the classified management of urban and rural domestic waste, protect and improve the urban and rural ecological environment, safeguard public health, maintain ecological safety, and realize the source reduction, harmless treatment and resource utilization of domestic waste. Article 2 These Regulations shall apply to the source reduction, resource utilization, classified release, classified collection, classified transportation, classified treatment and related supervision and management activities of domestic garbage within the administrative area of this Municipality. Article 3 The classified management of domestic waste shall follow the principles of government promotion, participation of the whole people, overall planning of urban and rural areas, suiting measures to local conditions and simplicity. Article 4 The municipal and county (city, district) people's governments shall exercise unified leadership over the classified management of domestic waste, incorporate the classified management of domestic waste into the national economic and social development plan, include the required funds in the fiscal budget at the corresponding level, clarify the responsibilities of departments, establish a coordination mechanism, strengthen publicity and guidance, study and formulate implementation objectives and policies and measures, and accelerate the establishment of a classified management system for domestic waste, including classified delivery, classified collection, classified transportation and classified treatment.

the people's governments of cities and counties (cities, districts) shall incorporate the classified treatment of domestic garbage and the prevention and control of environmental pollution into the annual report on the completion of environmental conditions and environmental protection objectives, and report to the people's congress at the corresponding level or its standing Committee.

township people's governments and sub-district offices are responsible for the daily work of domestic waste classification management within their respective jurisdictions, and make overall guidance and supervision for residents' committees and villagers' committees to participate in related activities. Fifth municipal environmental sanitation administrative department is responsible for the city's domestic waste classification management related work. County (city, district) environmental sanitation administrative department is responsible for the work related to the classification management of domestic waste within its administrative area, and accepts the supervision and guidance of the municipal environmental sanitation administrative department.

the departments of ecological environment, education, public security, finance, natural resources and planning, housing and urban construction, commerce, culture and tourism, sanitation and health, market supervision and management, etc. shall, according to their respective responsibilities, coordinate and cooperate with each other to do a good job in the classified management of domestic waste. Article 6 The people's governments of cities and counties (cities, districts) shall adopt policies and measures to encourage and guide all kinds of social capital and social organizations to participate in activities related to the classified management of domestic waste through cooperation between the government and social capital and purchase of services.

Article 7 County (city, district) people's governments shall, in combination with the actual situation of economic and social development and natural conditions, determine the classified management mode of rural domestic garbage according to local conditions, scientifically and rationally plan, build and configure relevant facilities and equipment in accordance with relevant standards, and promote local reduction of rural domestic garbage, recycling and classified treatment of renewable resources. Article 8 The Municipal People's Government shall, in accordance with the principle of "whoever generates, pays, generates more and pays more", establish a differentiated domestic garbage disposal charging system with classified pricing, metering and charging, which is easy to collect. The specific charging standards shall be formulated by the people's governments of cities and counties (cities, districts) and announced to the public after fully soliciting public opinions. Domestic waste disposal fees shall be earmarked for classified collection, transportation and disposal of domestic waste, and shall not be used for other purposes.

units and individuals that produce domestic garbage shall pay the domestic garbage disposal fee according to the domestic garbage disposal fee standard.

Article 9 Units and individuals shall establish awareness of environmental protection, consciously abide by the regulations on the management of domestic waste classification, assume the responsibilities of domestic waste producers according to law, fulfill the obligation of domestic waste classification, and reduce the generation of domestic waste.

state organs, state-owned enterprises and institutions should take the lead in the related work of domestic waste classification management, strengthen publicity and play a leading role in demonstration.

trade unions, * * * Communist Youth League, women's federations and other social welfare organizations such as environmental protection organizations and volunteer organizations should give full play to their respective advantages, carry out publicity and mobilization, and organize various groups to participate in activities related to domestic waste classification management. Article 11 The competent administrative department of environmental sanitation shall organize facilities for centralized collection, transportation and treatment of domestic waste to be open to the public, and establish a publicity and education base for domestic waste management.

Radio and television, newspapers, magazines, online platforms and other media should carry out publicity and popularization of domestic waste classification, and guide the public to establish awareness of domestic waste classification and participation.

Operators or managers of public places such as shopping malls, bazaars, railway stations, tourist attractions and public (tourist) parks shall conduct classified publicity on domestic waste in various forms.

outdoor advertising publishers should incorporate public service advertisements classified by domestic waste into outdoor advertising content according to regulations. Eleventh relevant industry associations should play the role of industry self-discipline and service, promote scientific and technological innovation, and urge member units to implement the relevant requirements of domestic waste classification management.
