In order to strengthen the emergency response in case of fire in our hotel, clarify the division of responsibilities, handling procedures and relevant requirements, and formulate the hotel fire emergency plan.

I. Organization and its responsibilities

The fire-fighting organization is divided into the chief commander and four working groups, and the specific personnel arrangements and responsibilities are as follows:

(1) The chief commander

The general manager of the hotel is the fire-fighting chief commander, whose main responsibilities are:

1. According to the situation of the fire scene, quickly coordinate the rescue work;

2. Decisively give instructions for emergency handling of unexpected events that have occurred or may occur;

3, according to the actual fire fighting, adjust the rescue plan at any time to minimize the loss as much as possible.

after the public security fire brigade arrives, the commander-in-chief shall hand over the command to the public security fire brigade, and do a good job of assistance and cooperation according to the requirements of the on-site commander of the public security fire brigade.

in the absence of the general manager, the authorized person in charge of fire control work shall take the post; in the absence of the general manager, the highest leader of the unit present shall take the post.

(II) On-site fire fighting action group

The head of the on-site fire fighting action group shall be the head of the security department, and when the head of the security department is not on site, he shall be appointed by the commander in chief. Its main responsibilities are:

1. Immediately report to the public security fire brigade and truthfully report the scope of the fire, the size of the fire, whether there are people trapped, etc.

2. Organize the personnel of the Security Department on duty, voluntary firefighters and employees present at the first time to enable on-site fire-fighting equipment and facilities to save themselves;

3. Pay close attention to the personal safety of the rescuers; In case of great danger, it should be evacuated.

(3) Evacuation guidance group (member)

The leader of the evacuation guidance group is the fire chief,

The volunteer firemen (on-the-job) in each floor are responsible for the evacuation guidance of guest rooms,

The volunteer firemen in the entertainment and ktv areas are responsible for the evacuation guidance in this area,

The departments in the public * * * areas are responsible for their respective service areas, and

The dining area is in front and back of the restaurant.

the administrative office and the logistics office are responsible for the evacuation guidance;

the engineers on duty and the safety personnel on duty in the engineering department are responsible for the evacuation guidance in the underground garage and the engineering equipment room.

Their main responsibilities are:

Evacuate at the safety exits and evacuation corridors according to the division of labor in advance, and guide personnel to evacuate from the nearest safety stairs and passages.

(4) Alert and rescue team (member)

The alert and rescue team is headed by the head of the Security Department, and its members are composed of the Engineering Department and the Human Resources Department. Its main responsibilities are:

Responsible for rescuing people who are inconvenient or injured from the fire scene, assisting the evacuation team to guide and evacuate people, preventing irrelevant people from entering and handling emergencies, maintaining order at the scene, counting people and recording the fire situation.

II. Procedures for fire fighting, evacuation and disposal

(1) Determination and alarm of fire

When the fire control center receives a fire alarm, one of the duty officers should hold a walkie-talkie or inform the safety officer to check the alarm site immediately (the other duty officer is not allowed to leave the fire control room), determine whether it is a false alarm or a fire, and report to the fire control center immediately through the walkie-talkie; When the fire control room receives the alarm notice from the fire detector in the fire control room, the personnel who receive the notice shall immediately go to the scene to check.

after anyone confirms that there is a fire, regardless of the size of the fire, the on-site personnel and the personnel on duty in the fire control room should immediately report to 119. When reporting to the police, the specific address of the unit, the location of the fire floor, what caused the fire, whether there are people trapped and the size of the fire should be stated.

after giving an alarm to the public security fire brigade, the personnel at the fire scene should quickly press the manual alarm button of the automatic fire alarm system or use the existing communication equipment to convey fire information to outsiders such as the fire control room.

(II) Disposal procedures for the initial fire

1. Employees near the fire site are the first fire fighting force, and the following measures should be taken immediately within 1 minutes:

① Take fire fighting equipment nearby to put out the initial fire;

② turn off the power supply in the fire area;

③ Evacuate irrelevant personnel or customers near the fire area; And stabilize the mood of the evacuees and maintain the order at the scene;

④ evacuation guide shall organize personnel evacuation near the safety exit;

⑤ make sure that no one is trapped in the workplace area.

⑥ according to the fire spread, determine whether to lower the fire shutter door;

⑦ always keep in touch with the fire control room.

2. The voluntary fire brigade of the hotel is the second fire fighting force, and should immediately rush to the fire site (generally through the stairs) within 3 minutes after receiving the fire, and take the above measures together with the first fire fighting force to put out the fire and evacuate people in time.

3. The personnel on duty in the fire control center should take the following emergency measures:

① Start the spray pump and fire hydrant pump immediately;

② except for the fire elevator, the elevator in the fire area will be forced to land on the ground floor;

③ cut off the non-fire power supply of the fire floor;

④ always keep in touch with the fire scene to keep abreast of the fighting situation;

⑤ Turn on the fire accident broadcast to switch the audio frequency, and send out the recorded emergency notice, explaining the floor where the fire broke out and the area where the fire spread, so as to stabilize people's mood and inform all customers to evacuate orderly under the guidance of the evacuation guide; And immediately tell the switchboard operator to inform all members of the hotel fire safety management Committee;

⑥ keep all external contacts.

3. Matters needing attention in case of fire

1. After the fire, don't panic, be calm and decisive, and don't scream loudly;

2. Try your best to put out the fire at the beginning to control its spread;

3. Don't stay in dangerous areas; Don't go back to the fire to get the left-behind items;

4. When the power supply is not cut off, don't use water and fire hydrant to put out the fire caused by electricity (dry powder fire extinguisher should be used), so as not to endanger people because of water conduction;

5. Don't use the elevator or enter the escalator room;

6. Don't knock on the window and jump off a building unless you have to;

7. Cover your mouth or nose with wet towels, cuffs, napkins, etc. when you are covered with smoke or have low visibility, and mark the place to lie prone or evacuate to the outside along the wall according to the safety exit instructions;

8. If you are indoors and find smoke coming in through the crack of the door, you should first try it on the door with your hands. If it feels very hot, it means that the door is burning outside, so you can't open the door at this time; If you don't feel hot, you should tentatively open a crack in the door to see the outdoor situation. If you can't escape, you should immediately close the door and take measures to prevent smoke from entering (such as blocking the crack with cloth or towel). If possible, you should constantly splash water on the door, and constantly throw things that are not easy to hurt people in the room out of the window and call the 111 command center by telephone to remind ambulance personnel to rescue;

9. When guiding hotel guests to evacuate, always remember to evacuate from the nearest safety staircase; If the nearest safety stairs are blocked by fire or smoke, take other nearby safety stairs;

11. When evacuating, you should close the passing doors, especially the burning room, to prevent the fire from spreading. ;
