Second, the bidding process

According to the bidding scheme of the Ministry of Communications, the tenderer XX is appointed as the bidding agency to organize the bidding work of this project.

2, the tender announcement and tender documents for sale

The pre-qualification announcement of this project was released on 201kloc-0/65438+10 on October 24th at the same time in Hebei Comprehensive Bidding Network (), Hebei Provincial Communications Department Open and Transparent Operation Network of Administrative Power () and Hebei expressway Administration Bureau (). After prequalification, * * * 12 bidders passed the prequalification. From February 3, 2065438 to February 7, 2065438, eligible bidders purchased the 12 bidding documents.

3. Record of bid opening

20 12 At 0: 00 on March 6th 12, the tenderee and the tendering agency held the bid opening ceremony in the conference room on the 2nd floor of Tongxiang Hotel14, Huanghe Avenue, Shijiazhuang City, Hebei Province. By 20 10: 00 on March 6th, the bid opening ceremony was held. The tenderee and the tendering agency presided over the bid opening meeting, the discipline inspection team of key projects of Hebei Provincial Department of Transportation supervised the whole process of bid opening, and the notary office of Zhao Yan, Shijiazhuang City, Hebei Province conducted on-site notarization of the whole process of bid opening. Third, the bid evaluation work

2. List of Bid Evaluation Committees

The bid evaluation committee consists of four bid evaluation experts and 1 tenderee representatives randomly selected from ZZ unified bid evaluation expert database (see the list of bid evaluation committees for details). At 05: 00 on March 6th, 20 12, the bid evaluation committee conducted a bid evaluation on this project according to relevant laws and regulations and the bidding documents. The bidding center of Hebei Provincial Department of Transportation, the discipline inspection team of key projects of Hebei Provincial Department of Transportation, and the discipline inspection and supervision office of expressway Administration of Hebei Province supervised the whole process of bid evaluation.

3. Bid evaluation work

The bid evaluation committee first democratically recommended XX senior engineer as the chairman, and the chairman presided over the bid evaluation. First of all, the bid evaluation committee listened to the general introduction of the project by the tenderer. After carefully studying the bidding documents, the bid evaluation committee conducted a bid evaluation according to the bidding and evaluation methods.

The bid evaluation adopts the reasonable low price method. The bid evaluation committee shall grade the bidding documents that meet the substantive requirements of the bidding documents according to the grading standards specified in Paragraph 2.2 of this chapter, and recommend three successful candidates in the order of the scores from high to low, except that the bidding price is lower than its cost. When the comprehensive scores are equal, the lowest bid evaluation price is preferred; If the bid evaluation prices are equal, the tenderer may give priority to the bidder with higher credit rating assessed by the provincial transportation department where the project subject to tender is located, or give priority to the bidder who submitted the bidding documents.

(1) Preliminary review

According to the bid evaluation method, the bid evaluation committee made a preliminary review of all bid documents submitted by bidders.

Of all the 12 bidding documents that participated in the evaluation, 3 failed the preliminary evaluation. (2) Detailed review

According to the provisions of the bid evaluation method, the bid evaluation committee will make a detailed evaluation of the bid documents that have passed the preliminary evaluation.

(3) Review of affiliated enterprises

Upon examination, all bidders have no affiliated enterprises.

(4) Clarification and revision of bid documents

The bid evaluation committee did not ask for clarification and amendment of all bidding documents.
