First, the Education Steering Committee of Taiyuan Municipal Government regards the work of "double reduction" as the supervision focus of the county (city, district) government in fulfilling its educational responsibilities, and as the important content of standardizing the supervision and inspection of school-running behavior and the daily supervision of responsible inspectors. County (city, district) governments, government functional departments, schools and relevant responsible persons who fail to implement their responsibilities and take measures in place will be held accountable according to the law and regulations. Taiyuan will make concerted efforts both inside and outside the school to ensure that students' excessive workload, off-campus training burden, family education expenditure and parents' corresponding energy burden will be effectively reduced within one year, and the results will be remarkable within three years, and the people's educational satisfaction will be significantly improved.

(1) Improve the quality and efficiency in an all-round way and optimize campus services. Initiative 1: Strictly control the total amount of written homework: the school adopts the mode of "basic homework+flexible homework" and arranges homework at different levels, highlighting the theme, process, practicality and experience of homework, and effectively improving the quality of homework arrangement. Actively advocate the idea that students' physical and mental health takes precedence over academic performance to ensure that students get enough sleep. Initiative 2: Improve the after-school service level, adhere to the public welfare orientation, and students voluntarily participate to improve the quality of custody service. Initiative 3: Improve the quality of school education and teaching, speed up the reform of the principal rank system, fully guarantee the autonomy of running schools, and release the vitality of running public schools. Closely follow the main position of classroom teaching, optimize teaching methods, improve classroom quality, improve students' learning efficiency in school, and let students learn well enough in school. Measure 4: Governance of in-service teachers' paid make-up lessons adopts a "zero tolerance" attitude towards teachers' misconduct, and severely cracks down on serious bad behaviors such as in-service teachers' participation in paid make-up lessons, taking part-time jobs in off-campus training institutions or encouraging and guiding students to participate in off-campus training.

(II) Strict supervision and standardization of training institutions At present, more than 700 off-campus training institutions in Taiyuan have all suspended offline training. Counties (cities, districts) are actively investigating the transfer of off-campus training from offline to online and from "above ground" to "underground". In the future, Taiyuan will strictly supervise off-campus training institutions, and it is strictly forbidden for non-discipline training institutions to engage in discipline training, and it is strictly forbidden to provide overseas education courses. Check the training contents of non-disciplinary training institutions for primary and secondary school students, and put an end to out-of-range training or subject training in the name of art training. Once verified, it will be dealt with seriously.
