Article 8 The people's governments at all levels and relevant departments shall commend and reward the units and individuals that have made remarkable achievements in the environmental protection work in Poyang Lake Ecological Economic Zone. Chapter II Management Article 9 The provincial people's government shall lead the environmental protection work in Poyang Lake Eco-economic Zone, and set up a comprehensive coordinating body for environmental protection in Poyang Lake Eco-economic Zone (hereinafter referred to as the comprehensive coordinating body) composed of the competent departments of environmental protection, development and reform, finance, industry and informatization, agriculture, forestry, water conservancy, land and resources, housing and urban and rural construction, transportation, science and technology, tourism and statistics. The comprehensive coordinating body shall perform the following duties:

(4) to organize the formulation of the target responsibility of environmental protection performance assessment in Poyang Lake Ecological Economic Zone, and to organize the inspection, supervision and assessment of the completion of the target responsibility of the people's governments of cities and counties (cities, districts) and relevant departments in Poyang Lake Ecological Economic Zone.

Responsible for the planning and layout of urban domestic sewage treatment facilities, sewage pipe network supporting facilities and domestic garbage treatment facilities jointly with relevant departments, and the construction office of Poyang Lake Ecological Economic Zone is responsible for the comprehensive coordination of the construction of Poyang Lake Ecological Economic Zone and the collection, arrangement and management of special funds for construction;

(2) the financial department is responsible for the supervision and management of the financial expenditures related to the ecological environment protection of Poyang Lake and relevant policy subsidies and special funds;

(3) the competent department of industry and information technology is responsible for the examination and approval, approval and filing of investment projects for industrial and information technology transformation, and jointly with relevant departments, organize and implement the elimination of backward production capacity, processes and equipment according to industrial policies to promote industrial cleaner production;

(4) The competent agricultural department is responsible for agricultural non-point source pollution control, cultivated land quality protection, grassland resources construction and protection, and agricultural animal and plant resources protection;

(5) The competent forestry authorities are responsible for afforestation, protection of forest resources, terrestrial wildlife resources and related wetland resources, and construction and management of nature reserves, wetland parks and forest parks;

(6) the water conservancy department is responsible for the protection and management of water resources, the safety management of flood control in waters and coastlines, the supervision of sand mining in rivers and the prevention and control of soil erosion;

(9) The transportation department is responsible for the supervision and management of normal waterway dredging and maintenance, and the prevention and control of water pollution by ships;

(11) The tourism authorities are responsible for the development, supervision, management and protection of tourism resources;
