Shenzhen Special Economic Zone is located in the south of Shenzhen, starting from Dapeng Bay in the east, reaching the Pearl River Estuary in the west, with Wutong Mountain and Yangtai Mountain Veins in the north, Hong Kong in the south and Shenzhen River as the boundary. From the establishment of Shenzhen Special Economic Zone in 1979 to 2112, the actual utilization of foreign capital was 31.518 billion US dollars.
Among them, from 1979 to 1989, Shenzhen signed more than 6,891 agreements with merchants from more than 31 countries and regions in the world, and actually utilized foreign capital of 2.7 billion US dollars. In the 21 years to 1999, * * * merchants from 61 countries and regions came to invest in Shenzhen, with a total of 23,611 investment projects, with contracted foreign capital of 29.839 billion US dollars and actually utilized foreign capital of 21.145 billion US dollars. In 1992, the National People's Congress Standing Committee (NPCSC) granted the legislative power to Shenzhen Special Economic Zone. The legislative law, which came into effect in 2111, continues to retain the legislative power of Shenzhen Special Economic Zone, and at the same time grants the city where the special economic zone is located a larger legislative power. With the rapid development of Shenzhen's economy, the inconsistency of local laws and regulations inside and outside the special zone has caused the status quo of "one city, two laws" and brought many obstacles to the development of the whole city.
