The behaviors to which the hygiene license can be applied include the production (excluding planting and breeding), collection, purchase, processing, storage, transportation, display, supply and sale of all things. The users of hygiene licenses include all units or individuals engaged in food production and operation, including staff canteens and food vendors.

Application procedure 1. The food production and business operation entity shall accept the application if the information is complete and meets the requirements. If the information is incomplete and does not meet the requirements, it will not be accepted, and the application materials will be returned before applying.
2 within three days after the acceptance of the health permit, the health supervision institution shall send two or more health supervisors to the site for supervision and examination, and put forward opinions on health supervision. The food production and business operation entity shall improve the sanitary facilities within a time limit and apply for the acceptance of sanitary projects.
3, by more than two health supervisors to the scene for acceptance, acceptance, health supervisors in the health permit application form signed health review opinions, reported to the Municipal Health Bureau for approval.
4. After receiving the application materials for health license, the Municipal Health Bureau will conduct an audit within one day, and sign the approval opinions if it meets the certification requirements; Those who do not meet the conditions for issuing certificates shall return the information.

Matters needing attention in the application process 1. All application materials are in duplicate, arranged in sequence, printed on A4 paper in Xiao Si, and stamped with the official seal of the applicant item by item;
2. If there are errors in the application materials that can be corrected on the spot, the applicant is allowed to correct them on the spot;
3. If the application materials are incomplete or do not conform to the statutory form, the applicant shall be informed of all the contents that need to be supplemented at once on the spot or within five working days. If the applicant meets the requirements after supplementing the materials, it shall be accepted. Fails to inform, as the date of receipt of materials.
4, the administrative department of health from the date of acceptance within twenty working days to make a decision of approval or disapproval. If a decision cannot be made within 20 working days, 10 working days may be extended upon approval, but the applicant shall be informed of the reasons for the extension. If inspection, testing, quarantine, appraisal and expert review are required according to law, the time required shall not be counted in the period of health administrative license.
