Article 2 These Regulations shall be observed in the decoration activities of buildings (structures) within the administrative area of this Municipality and in the supervision and management of decoration activities.
if there are other provisions in laws and regulations on the decoration of ancient buildings, important modern buildings and buildings in military administrative zones, those provisions shall prevail. Article 3 The term "architectural decoration" as mentioned in these Regulations refers to the activities that decorators use decoration materials to decorate the exterior and interior of buildings (structures), including the decoration of construction projects and the decoration of individual houses other than those built by rural residents.

Article 5 The competent department of building decoration shall establish and improve the credit assessment system, implement credit management for units engaged in building decoration activities and their practitioners, publicize credit information according to law, and provide information inquiry services for the public. Article 9 The facade decoration of buildings (structures) on both sides of primary and secondary roads and important areas in urban built-up areas shall conform to the technical guidelines for urban building color planning and urban building color control, and abide by the relevant provisions on urban building color management. Article 11 The following acts of building decoration and fitment are prohibited:
(1) Decoration and fitment in violation of housing safety management regulations;
(2) damage the original energy-saving facilities or barrier-free facilities of the building (structure);
(3) changing the use function and original design of the building without the approval of the relevant departments;
(4) Dismantling the building facilities and building components related to fire safety without authorization, or changing the fire separation distance, fire rating, fire partition and fire safety evacuation conditions of buildings without authorization, which affects fire safety;
(5) other behaviors that affect the structural safety or use safety of buildings (structures). Twelfth engaged in building decoration activities, should deal with the adjacent relations of drainage, traffic, lighting, environmental sanitation, oil smoke emission, etc., and shall not harm the legitimate rights and interests of adjacent rights holders.

Fourteenth units engaged in architectural decoration design, construction, supervision and testing activities shall have corresponding qualifications and engage in architectural decoration activities within the scope of their qualification grades; Its professional and technical personnel shall obtain the corresponding qualification certificate according to law, and engage in architectural decoration activities within the scope permitted by the qualification certificate.
personnel engaged in special operations such as electricity, welding and scaffolding shall obtain corresponding qualification certificates before taking up their posts.
