Chapter I General Provisions Article 1 In order to strengthen and standardize the classified management of domestic garbage, improve the living environment, promote the sustainable development of economy and society, and promote the construction of ecological civilization, these measures are formulated in accordance with the Regulations on the Administration of Urban Appearance and Environmental Sanitation, the Regulations on the Administration of Urban Appearance and Environmental Sanitation of Lhasa and other laws and regulations, combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the classified delivery, collection, transportation, disposal and related management activities of municipal solid waste within the administrative area of this Municipality. Article 3 The term "domestic waste" as mentioned in these Measures refers to the solid waste generated by units and individuals in their daily life or activities providing services for their daily life, and the solid waste regarded as domestic waste according to laws and administrative regulations.

Where there are provisions in laws, regulations and rules on the management of hazardous waste, medical waste, construction waste, industrial waste, kitchen waste and other wastes, such provisions shall prevail. Article 4 The municipal solid waste in this Municipality can be divided into four categories: recyclables, kitchen waste, harmful waste and other wastes:

(1) Recyclable refers to domestic waste suitable for recycling and resource utilization, mainly including: waste paper, waste plastics, waste metal, waste textiles, waste electrical and electronic products, waste glass, aluminum-plastic composite packaging of waste paper, etc.

(2) Food waste refers to the food waste generated in canteens, hotels and restaurants, the daily food waste generated by residents, and the perishable waste generated in farmers' markets and agricultural products wholesale markets, mainly including: vegetable leaves, leftovers, peels, eggshells, tea dregs, small bones, waste food, vegetable and melon waste, carrion, viscera of livestock and poultry products, expired food, etc.

(3) Hazardous wastes refer to wastes that cause direct or potential harm to human health and natural environment, mainly including: waste batteries (nickel-cadmium batteries, mercury oxide batteries, lead-acid batteries, etc. ), waste fluorescent tubes (fluorescent tubes, energy-saving lamps, etc. ), waste thermometers, waste sphygmomanometers, waste drugs and their packaging, waste paints, solvents and their packaging, waste pesticides, disinfectants and their packaging, waste films, waste photographic paper, etc.

(4) Other garbage refers to domestic garbage other than recyclables, kitchen garbage and hazardous wastes. Article 5 The classification of domestic waste in this Municipality follows the principles of government promotion, national participation, systematic promotion and territorial management, and implements reduction, recycling and harmless management. Article 6 The municipal and county (district) people's governments shall incorporate the source reduction and classified management of domestic waste into the national economic and social development plan, formulate measures for the source reduction and classified management of domestic waste, establish a coordination mechanism for the classified management of domestic waste, and ensure the staffing of facilities construction and operation, the purchase of equipment and vehicles and capital investment.

City and county (District) people's governments shall establish and improve the assessment system of domestic waste classification management, and incorporate the assessment into the government performance appraisal system. The specific assessment work is organized and implemented by the municipal and county (district) domestic waste classification management department. Seventh urban management comprehensive law enforcement departments are responsible for the comprehensive coordination, inspection and guidance, assessment and supervision of the city's domestic waste classification management. County (District) urban management and comprehensive law enforcement departments are responsible for the supervision and management of domestic waste classification within their respective jurisdictions, and guide the township (town) people's governments and sub-district offices in their respective jurisdictions to do a good job in the classification of urban domestic waste.

The competent department of ecology and environment shall be responsible for the supervisory monitoring of pollutant discharge in domestic waste terminal treatment facilities and other places, as well as the supervision and management of hazardous waste storage, collection, transportation and disposal.

The competent department of housing and urban and rural construction is responsible for the supervision and inspection of the classification of domestic waste of property service enterprises.

The competent education department is responsible for incorporating the relevant knowledge of domestic waste classification into the ecological environment education content of middle schools, primary schools, kindergartens and other educational institutions in this Municipality, popularizing the knowledge of domestic waste classification, cultivating the awareness and habits of domestic waste classification, and supervising and guiding schools to implement domestic waste classification.

The competent department of natural resources is responsible for incorporating the supporting construction contents of domestic waste sorting equipment and facilities in construction projects into the planning and setting requirements of public service facilities in construction projects, and supervising the implementation.

The competent health department is responsible for the supervision and management of the classification of domestic waste in health systems and medical institutions.

The competent commercial department is responsible for formulating and implementing the industrial policies, standards and development plans of the recycling industry.

The traffic management department of the public security organ is responsible for guiding the classified transportation of domestic garbage and supporting the safe, efficient and orderly transportation of domestic garbage.

Finance, tourism, radio and television, market supervision, transportation, development and reform, religious affairs and other departments. Should be in accordance with their respective responsibilities and the provisions of these measures, do a good job in garbage classification management. Article 8 Township (town) people's governments and sub-district offices shall be responsible for organizing and implementing the specific work of domestic waste classification management within their respective jurisdictions, establishing a domestic waste classification ledger, and guiding and urging communities to implement the domestic waste classification system.

Township (town) people's governments and sub-district offices may employ supervisors, volunteers or entrust community workers, property service personnel and third-party enterprises to undertake the following duties:

(a) the publicity and guidance of domestic waste classification;

(two) inspection and supervision of domestic waste classification;

(three) to discourage the act of putting and collecting domestic garbage in violation of the classification regulations; Do not listen to dissuasion, report to the competent department of comprehensive law enforcement of urban management.

Neighborhood (village) committees shall assist relevant departments to carry out the propaganda work of domestic waste classification within their respective jurisdictions, and guide units and individuals to do a good job in domestic waste classification.

The owners' committee and the realty service enterprise shall carry out the propaganda work of domestic waste classification in their residential areas, and guide the residents in residential areas to accurately classify and accurately put domestic waste.
