Article 5 Preschool education institutions shall adhere to the principle of combining conservation with education, follow the law of preschool children's physical and mental development and learning characteristics, pay attention to individual differences, and educate preschool children in physical, intellectual, moral and aesthetic aspects to promote their harmonious development. Sixth pre-school education institutions should strictly implement the system of safety protection and health care to ensure the personal safety and health of pre-school children.
The staff of preschool education institutions should respect the personality and rights of preschool children and love them. Discrimination, insult, abuse and corporal punishment of preschool children are strictly prohibited. Seventh pre-school education institutions should meet the needs of parents' work. Article 8 Units or individuals that hold pre-school education institutions must apply to the local education administrative department for registration and provide the following materials:
(1) The site selection, environment, gardens, facilities and layout planning of the pre-school education institution to be established;
(two) the health care certificate issued by the health administrative department at or above the county level for preschool education institutions;
(3) Staff qualification certificates and health certificates issued by medical and health institutions at or above the county level;
(four) the property right (or lease) certificate and the site use certificate of the pre-school education institution to be established;
(five) proof of the necessary funds for the pre-school education institution to be established.
If a pre-school education institution is jointly organized, a joint school-running agreement shall also be submitted. Chinese-foreign cooperatively-run preschool education institutions shall be handled in accordance with the Regulations of People's Republic of China (PRC) on Chinese-foreign cooperatively-run schools. Ninth education administrative departments shall, within 30 days from the date of receiving the application for holding preschool education institutions, examine and verify, and register and issue licenses to those who meet the prescribed conditions; Do not meet the conditions, not to register, and inform the reason.

Article 12 The staff of private preschool education institutions shall enjoy the same rights as the staff of public preschool education institutions in terms of qualification identification, professional title evaluation, appraisal of educational and scientific research achievements, advanced training, commendation and awards, etc. Thirteenth pre-school education institutions to promote new pre-school education and training projects and scientific research projects shall be appraised by experts and reported to the municipal education administrative department for verification.
Preschool education institutions should actively use radio, television, books, newspapers, audio-visual products, game software, teaching AIDS and toys that are conducive to the physical and mental health of preschool children.
It is forbidden to use teaching AIDS and toys made of toxic and harmful substances. Fourteenth new urban residential areas should be in accordance with the relevant provisions of the state and the provincial and municipal people's governments and construction standards, planning and construction of supporting pre-school education facilities.
Preschool education must be developed by using preschool education facilities in residential areas. No organization or individual may occupy, misappropriate or damage pre-school education facilities. Fifteenth pre-school education institutions of water supply, power supply, heating, sewage, garbage disposal fees in accordance with the primary school payment standards. Gas is paid according to the civil payment standard. The rent shall be paid in accordance with the relevant regulations of the real estate department.
