Article 1 The Qianshan Scenic Area Management Committee of Anshan City (hereinafter referred to as the Management Committee) is an agency of the Anshan Municipal People's Government, which exercises municipal economic management authority and district-level administrative authority on the administrative, economic and social affairs of Qianshan Scenic Area (hereinafter referred to as the Scenic Area) on behalf of the municipal government, and is responsible for the planning, protection, utilization and management of the scenic area. Article 2 According to the Master Plan of Qianshan Scenic Area approved by the Ministry of Construction, the Administrative Committee plans and manages the scenic area of 1.25 square kilometers, and has administrative jurisdiction over the planned area of 72 square kilometers. The hot spring tourist resort is designated in the scenic area, and the management committee of Anshan Qian Shan Hot Spring Tourist Resort is set up, which is "a set of institutions and two brands" with the scenic area management committee. Article 3 The Administrative Committee shall, in accordance with the Master Plan of Qianshan Scenic Area, exercise unified management over the land, planning and construction, tourism services, natural resources, ecological environment, municipal facilities, urban construction supervision, public utilities, social undertakings, culture and education, health management, property rights of state-owned assets, religious relics, public security, rural affairs and economic development in the area. Article 4 The CMC shall set up administrative institutions such as offices, finance bureaus, labor and personnel bureaus, planning and construction bureaus, land resources bureaus, social undertakings bureaus, religious relics bureaus, tourism bureaus, economic development bureaus and security offices, and accept the guidance of relevant departments in business. The Municipal Administration for Industry and Commerce, the State Taxation Bureau, the Local Taxation Bureau and the Public Security Bureau set up agencies in scenic spots, and accept the unified management of the administrative committee while accepting the leadership of the higher authorities. Fifth scenic spots to establish a level of finance, the establishment of a level of treasury, the implementation of independent financial budget and final accounts management, into the municipal financial plan. Taxes of enterprises and institutions within the planning area shall be uniformly collected and managed by scenic spots unless otherwise stipulated in the financial system. Article 7 The relevant departments directly under the municipal government should give preferential treatment to the special funds for urban construction, tourism, environmental protection and civil affairs in Qianshan Scenic Area. Article 8 The Administrative Committee shall collect fees (including scenic resources protection fees) for villas built by enterprises and institutions in the area in the scenic viewing area (limited to completed villas) and tourist and holiday facilities built in the hot spring resort area according to the provisions of the state, and use them exclusively for the protection, maintenance and development of scenic resources. Ninth scenic spots take tourism as the leading industry. Where tourist services, tourist facilities, infrastructure and public facilities projects, real estate development projects, and product processing projects without environmental pollution are set up in the scenic area, within three years, the retained part of the district finance turned over to the state taxes will be returned to the tax-paying enterprises by the district finance according to the proportion of 51% with the approval of the CMC. Where the annual income reaches more than 5 million yuan, and the turnover tax in that year increases by more than 11% over the previous year, the newly added part will be refunded first. Article 11 Enterprises that acquire land use rights (excluding scenic resources and state-owned land use rights) through expropriation of collective land shall enjoy the following preferential policies: the locally retained part of the land use tax of domestic-funded enterprises in the first three years shall be collected first and then returned, and foreign-invested enterprises shall be exempted from paying land use fees within four years; After the collective land is expropriated as state-owned land, it is transferred to the land-using units and individuals. If the land transfer fee is paid in one lump sum, it can be paid at a standard of less than 11% of the benchmark price. Article 11 Where all kinds of tourist facilities, public facilities and residents' relocation residential projects are registered in scenic spots (except viewing areas), the adjustment tax on the investment direction of fixed assets of capital construction projects shall be levied according to the regulations, and the tax shall be levied first and then returned. Twelfth productive domestic enterprises that invest in tourism products in scenic spots, the income tax is levied according to the tax management system, and will be refunded at 15% within three years; Non-productive tourism enterprises, income tax is levied according to the tax management system, and returned by 27% within three years. Article 13 If the production and operation period of a foreign-capital enterprise is more than 11 years, the income tax will be levied from the profit-making year. After the expiration of the reduction or exemption period, the enterprise will pay the income tax according to the regulations within five years, and then the district finance will return 9% of the income tax to the taxpayer. Article 14 The employment, contract verification, labor inspection, labor safety, wage plan, talent exchange and social security of enterprises and institutions in the scenic area shall be handled by the administrative committee according to the relevant provisions of the higher authorities. Fifteenth scenic area construction projects with a total investment of less than 11 million yuan of self-financing projects, the CMC enjoys the municipal approval authority, the project proposal, feasibility study report, annual plan by the CMC for approval and report to the Municipal Planning Commission for the record; For projects with a total investment of more than 11 million yuan and the need to balance external conditions or apply for national, provincial and municipal investment, the project proposal, feasibility study report and annual plan shall be submitted to the Municipal Planning Commission for approval or forwarded to the higher authorities for approval. Sixteenth according to the "Master Plan of Qianshan Scenic Area" approved by the Ministry of Construction, the zoning planning and detailed planning of scenic spots and protected areas shall be compiled, and shall be organized and implemented by the administrative committee after being approved by the municipal government.

The management committee implements unified management over the planning and construction projects of scenic spots. All construction projects need the preliminary approval of the management committee, and then go through the examination and approval procedures according to the following procedures:

1. New and expanded projects in natural scenic spots need to be approved by the municipal government and submitted to the provincial government for examination and approval.

2. In the scenic spot planning area, the management committee is responsible for the examination and approval of rural private housing construction; Other construction projects, as well as all construction projects within 71 meters from the road center on both sides of Anqian Road, shall be reported to the Municipal Construction Committee for approval by the administrative committee.

3. The construction of various facilities in the scenic area protection zone shall conform to the Master Plan of Qianshan Scenic Area, and shall be submitted for approval with the consent of the Administrative Committee.

4. The revision or major change of the Master Plan of Qianshan Scenic Area shall be handled according to the procedures prescribed by the state.
