Article 15 The administrative responsibilities of city appearance and environmental sanitation areas shall be divided according to the following principles:

(1) Districts, towns and sub-district offices shall be divided according to administrative regions;

(2) Residential areas, industrial areas, tourist areas, storage areas, bonded areas, development zones and science parks are divided according to the scope of property management;

(3) organs, organizations, enterprises and institutions are divided according to the scope of use.

Article 16 The units responsible for the management of the city appearance and environmental sanitation area are specifically divided as follows:

(1) The professional management department of environmental sanitation is responsible for the cleaning of urban roads, footbridges, pedestrian tunnels and public squares;

(2) The area from the outer wall of buildings (structures) on both sides of the road to the sidewalk is the responsibility of the owners, users or property management units of buildings (structures) on both sides of the road;

(3) The property management unit or the residents' committee shall be responsible for the public places in the inner streets and residential areas;

(4) Water areas and rivers shall be the responsibility of the competent units;

(5) tourist areas, tourist attractions, commercial outlets, industrial zones, storage areas, bonded areas, development zones, science parks, ports, airports, stations, ports, docks, cultural stadiums (gymnasiums) and parks are under the responsibility of property rights units or business units;

(6) the commodity market (including bazaars) shall be the responsibility of the market property unit or business unit;

(7) it shall be responsible by itself within the scope of organs, organizations, schools, troops, enterprises and institutions;

(8) The operators are responsible for the individual business premises;

(9) expressway, railways, highways and the areas along them shall be the responsibility of the business management units;

(11) The construction unit is responsible for the construction site;

(11) The land reserved by the government is the responsibility of the planning and land department;

(13) The professional management department of urban greening is responsible for urban green space;

(14) Public toilets, garbage transfer stations and other environmental sanitation facilities are in the charge of professional environmental sanitation management departments or property management units.

Article 17 The responsible unit shall sign a letter of responsibility for the management of the city appearance and environmental sanitation area with the competent department. Shops and units along the street shall sign a letter of responsibility for three guarantees in front of the city appearance, health and supervision with the competent department.

Article 18 The responsible unit has the right to stop the acts that violate the regulations on the administration of city appearance and environmental sanitation in the responsible area; If it cannot be effectively stopped, it has the right to request the competent department to deal with it according to law.

if the responsible unit fails to perform its responsibilities, the competent department shall order it to make corrections within a time limit; Refuses to correct, a fine of not less than three thousand yuan but not more than ten thousand yuan shall be imposed, or the higher authorities shall be advised to give punishment to the person directly responsible and the person in charge. Nineteenth road management units shall be responsible for maintaining the urban road pavement and its ancillary facilities in good condition. In case of damage, the road management unit shall organize the repair within three days from the date of knowing or receiving the notice from the competent department; Overdue repair, a fine of two hundred yuan per day overdue.

Article 21 The property right unit shall regularly inspect all kinds of manhole covers and ditch covers set on urban roads to keep them intact and in place. It is strictly forbidden to destroy all kinds of manhole covers, ditch covers, traffic signs and other municipal facilities set on urban roads, and violators will be fined between 2,111 yuan and 5,111 yuan by the competent department; Illegal sales of the above items, by the competent department of enterprises at more than ten thousand yuan to thirty thousand yuan fine, for individuals at more than two thousand yuan to five thousand yuan fine; Illegal acquisition of the above items shall be punished by the public security department in accordance with the provisions of relevant laws and regulations; If a crime is constituted, criminal responsibility shall be investigated according to law.

Article 21 It is forbidden for shopping malls and stores to go out of doors, sell or operate outside windows and walls.

article 26. motor vehicles that are driving on urban roads and carry residual mud, muck, sand, cement and other flying objects and liquids shall be equipped with sealed capping devices in accordance with relevant regulations to prevent leakage, scattering or flying along the way, and run at the specified time and route.
