Settlement of municipalities, counties (cities, districts) environmental health departments are responsible for the supervision and management of food waste in their administrative areas.
Economic and information technology, finance, public security, environmental protection, business, urban law enforcement, industrial and commercial administration, quality and technical supervision, food and drug supervision, price, tourism and other relevant departments, in accordance with their respective responsibilities, to do a good job related to the management of kitchen waste. Article municipalities, counties (cities, districts) people's governments should establish and improve the management of kitchen waste management coordination mechanism, kitchen waste management into the government and departmental work objectives and responsibility system assessment.
Cities, counties (cities, districts) people's governments shall include the supervision and management of kitchen waste into the financial budget at this level, and the collection of kitchen waste transportation, disposal of financial security. Article VI of the people's governments at all levels and environmental health and other relevant departments should strengthen the management of kitchen waste regulations and related knowledge publicity and education, guide the public to civilized consumption, play a role in the supervision of society and public opinion.

Encourage and support the collection and transportation of kitchen waste, disposal and other advanced technologies, processes, equipment research, promotion and application. Article VII catering industry associations should play the role of industry self-regulation, the development of relevant standards, standardize catering enterprises kitchen waste management.
The management of kitchen waste should be included in the catering business rating conditions. Article VIII of the environmental health department shall prepare and organize the implementation of environmental health special planning. Environmental health special planning should include kitchen waste management, kitchen waste collection, transportation and disposal facilities to coordinate the layout, construction land, scale.
Based on the environmental health special planning reserved for food waste collection, transportation and disposal facilities construction land, any unit or individual shall not be occupied or change the use. The competent price department in conjunction with the relevant departments in accordance with the cost of food waste collection, transportation and disposal, the national economy and social development requirements and social affordability, to formulate and adjust the food waste disposal fee charges.
Paid in accordance with the provisions of the kitchen waste disposal fees should be used exclusively for the collection and transportation of kitchen waste, disposal, shall not be diverted to other uses.
The kitchen waste generation unit separately collected waste cooking oil and grease, food waste collection and transportation enterprises in accordance with the quality of waste cooking oil and grease and the actual value of the paid acquisition.
