Chapter I General Provisions Article 1 In order to strengthen the management of the collective income of village economic cooperatives, stabilize and improve the two-tier management system combining household contract management with collective unified management, enhance the strength of village-level collective economy and promote the development of rural economy, these measures are formulated in accordance with the relevant provisions of national laws and regulations and the actual situation of this Municipality. Article 2 The collective income of village economic cooperatives as mentioned in these Measures refers to assets such as funds and objects. , according to the provisions of the contract fees, overall planning fees, agricultural subsidies, labor accumulation undertaken by members and profits paid by village-run enterprises. Third city and county (city, district) people's government rural economic management department is the competent department of collective income management of village economic cooperatives within their respective administrative areas.

The departments of agriculture, forestry, water conservancy, township enterprises, land management, aquatic products, finance and taxation, industry and commerce administration and finance of the people's governments of cities and counties (cities, districts) shall cooperate with the rural economic management departments to strengthen the supervision and management of the collective income of village economic cooperatives.

The township (town) people's government is responsible for the supervision and management of the collective income of village economic cooperatives within their respective administrative areas. Fourth village economic cooperatives should adhere to the household contract responsibility system, implement a two-tier management system combining household contract management and collective unified management, and provide pre-,mid-and post-natal services for farmers engaged in production. Arbitrary charges and various assessments are strictly prohibited. Chapter II Collection of Collective Income Article 7 Sources of collective income of village economic cooperatives:

(8) Labor accumulation undertaken by members;

(nine) other operators shall pay the fees in accordance with the provisions;

(1 1) Other income. Article 8 The contracted amount of cultivated land is generally accrued according to the contracted cultivated land area.

The contracted amount of cultivated land is generally 1%-3% of the average income per mu of grain (cotton) field in this village for one year.

Eleventh industry, commerce, transportation, construction, mining, service industry and other village-run non-agricultural industries, after paying taxes, should pay profits to the village economic cooperatives according to regulations. The proportion paid is generally not higher than 20% of the total after-tax profits. Twelfth private enterprises, partnerships and individual industrial and commercial (transport) households, according to their sales or turnover of 1%- 1.5%.

Members who go out to engage in non-agricultural industries all the year round shall pay agricultural subsidies, and the specific amount shall be stipulated by the township (town) people's government. Fifteenth members (except students) should bear the labor accumulation.

The cumulative labor input is 10 to 20 working days per man and 10 to 15 working days per woman every year. Due to the needs of production and construction, it may be appropriately increased with the approval of the county (city, district) people's government.

Families of martyrs, five-guarantee households, poor households and private teachers may be exempted as appropriate.

Labor accumulation workers are mainly engaged in work, and those who are not engaged in work can do it for their own capital. Sixteenth members and villagers (except students) shall undertake voluntary labor. Each labor force undertakes an average of 5 to 10 working days every year.
