This year is the year of the 18th National Congress of the Communist Party of China and the 61th anniversary of the school. In October next year, we will welcome the 11th party member Congress of the school. It can be said that the situation of school security and stability is complicated and the task is arduous this year. The Party Group of the Ministry of Education and the Beijing Municipal Committee of CPC pay close attention to the safety and stability of colleges and universities. Today, we hold this meeting to analyze the situation, clarify tasks, unify our thinking, raise awareness, and do a good job in school safety and stability this year. Just now, Comrade Zhifang conveyed the spirit of the meeting and made arrangements for the relevant work. Next, I would like to make two comments.

1. Understand and grasp the challenges faced by school safety and stability this year from a political perspective

For a long time, we have persisted in rallying people's hearts with development goals and gathering strength with development achievements. In recent years, the construction and development of the school has made remarkable achievements, the core competitiveness has been greatly improved, the conditions for running schools have been continuously improved, and the construction of a harmonious campus has made remarkable progress, which has laid a solid foundation for resolving various contradictions and problems. At present, the mainstream of teachers and students' thoughts in schools is positive, and the general tone is teaching, learning, development and stability. The Party Committee of the school believes that the security and stability of the school in 2112 was generally stable and controllable.

at the same time, we should also be soberly aware that the current international economic, political and regional security situation is complicated, and the external pressure we are facing is obviously increasing; The factors affecting harmony and stability in China have obviously increased, especially the domestic and international issues are interrelated, with existing and new contradictions intertwined, real society and virtual society interacting, and economic and social factors interacting. Maintaining school security and stability is facing risks and challenges from all sides.

judging from the world situation, this year is the "election year" for many countries and regions. Some countries, out of their own strategic interests, domestic election campaigns and the need to pass on contradictions, have more obvious intentions to contain and contain me, and they are playing chess with Puckilo around China and frequently exerting pressure. The situation in West Asia and North Africa continues to be turbulent, which can easily have a serious impact on stability.

from the national conditions, the problems of imbalance, uncoordinated and unsustainable economic and social development are still outstanding, social contradictions are increasing, social group events, individual extreme events and sensitive events occur from time to time, and the pressure of rising prices is increasing. With the approach of the 18th National Congress of the Communist Party of China, the ideological field is bound to become active, and the noise in the ideological field will increase.

from the school situation, the carrying capacity of the school space continues to increase, the number of activities on campus continues to increase, the incidence of campus fires, traffic safety and public security cases has increased, the trend of "visiting at every opportunity" of interest-seeking groups has increased, the psychological quality of individual students is not optimistic, and the influence of the Internet on students has deepened. It is an arduous task to resolve various contradictions and ensure campus stability.

Party organizations at all levels in schools should understand and grasp the current situation and tasks from a political perspective, and do a good job in maintaining security and stability this year with a high sense of political responsibility and mission. The general goal of "Five Resolutely Prevents" put forward by the Central Committee and the CPC Beijing Municipal Committee is to resolutely prevent violent terrorist incidents, major political incidents that endanger national security and social stability, illegal gathering incidents, large-scale mass incidents, major public security incidents and ensure the absolute safety of the 18th Party Congress. We must resolutely implement the important spirit of our superiors and do a good job in security and stability.

Second, implement all tasks of security and stability work this year from a political perspective

First, strengthen the leadership of security and stability work. The main responsible comrades of all units should treat stability and development equally, firmly establish the consciousness that development is the first responsibility and stability is the hard task, and take the initiative to make the security and stability of the 18th Party Congress the primary political task and put it on the important agenda. Reform, development and stability, stability is the premise and stability is the foundation. When stability conflicts with other work, stability comes first. It is necessary to regularly study and analyze the stable situation of all units and solve various contradictions and problems in a timely manner. Stability is an important responsibility of organizations and leading cadres at all levels in the whole school, not the responsibility of any department or individual. The chief of each unit should bear the main responsibility for stability.

Party organizations at all levels in schools should adhere to the responsibility of defending the soil, resolutely implement the principle of "no forbidden area for academic research, discipline for classroom teaching, and requirements for public propaganda", firmly adhere to the correct political direction, manage the ideological and cultural positions on campus, and firmly grasp the leading role of ideological work. Relevant departments should strengthen network management, systematically monitor online public opinion, improve online emergency response plans, and enhance the pertinence and guidance effectiveness of online public opinion judgment. The relevant units should strengthen the education and management services for minority students such as Uighurs and Tibetans.

Relevant units, especially colleges, should strengthen the safety awareness and responsibility awareness of teaching staff, strengthen the management of school teaching activities, student life service management and daily safety management in accordance with laws and regulations, and resolutely avoid liability disputes arising from student injury accidents. Security, logistics, assets and teaching and scientific research units should implement the safety supervision responsibilities of key parts such as public security, fire protection, transportation, food hygiene and dangerous chemicals, regularly investigate and rectify potential safety hazards, and prevent all kinds of accidents.

Fourth, Party organizations at all levels and party member should play a role in maintaining stability. Party organizations at all levels in schools and party member should give full play to the role of political core, fighting fortress and vanguard and exemplary role, do more positive education and guide public opinion, and do more work to resolve contradictions and straighten out emotions. Party organizations at the secondary level should often visit and contact teachers and students to help solve practical problems. In particular, they should focus on the practical problems faced by young teachers in their work and life, and do more practical things for them to truly face teachers and students and connect with each other.

Last but not least, the National People's Congress and the National People's Congress are being held. We should do a good job in accordance with the requirements of our superiors, start the "zero report" system and the comprehensive prevention and control mechanism on campus, implement various preventive measures, and do a good job with high standards.
