Article 2 Proposals and suggestions are important contents for deputies to people's congresses at all levels (hereinafter referred to as "deputies") to participate in the management of state affairs and exercise their legal rights. The bill passed by the people's congress has legal effect. The proposal is an important aspect for CPPCC members at all levels (hereinafter referred to as "members") to play the role of political consultation and democratic supervision. The motions, suggestions and proposals put forward by deputies and Committee members are the supervision, care, support and help for the government's work, and also an important way to strengthen the ties between the government and the masses, understand public opinion and concentrate the wisdom of the masses, make democratic and scientific decisions, and build socialist democratic politics. Article 3 It is the unshirkable responsibility of the people's governments at all levels and their subordinate departments to attach great importance to and seriously handle various bills, suggestions and proposals.
The main responsibilities of people's governments at all levels in handling NPC deputies' motions and suggestions and CPPCC members' proposals are:
(1) To undertake or organize their subordinate departments to undertake NPC deputies' motions and suggestions and CPPCC members' proposals;
(2) inspect and urge the undertaking department to do a good job in the implementation of the office;

We should not only seriously answer delegates and members, but also strive to improve our work and actively solve problems, so as to implement them. We must never just stay in oral and written answers, and we must not be inconsistent with our words and deeds. Undertaking work should be combined with daily business, included in the responsibilities of the department, strengthen leadership, overcome bureaucracy and improve government work. Article 5 The principle of graded responsibility and centralized handling. Governments at all levels and departments should conscientiously perform their duties, with the administrative heads at all levels in charge, the leaders of the general offices, offices or relevant offices in charge, and relatively fixed case-handling personnel, responsible at all levels, and checking at all levels to ensure the quality of the office. Article 6 The principle of seeking truth from facts. Comprehensive research on universal issues, special research on outstanding issues, and timely research on important issues, with explanations for everything and answers for everything. Do:
(1) All problems that should and can be solved should be concentrated, handled quickly and implemented quickly.
(2) Problems that can't be solved at the moment due to conditions should be carefully studied, actively adopted when making plans and plans, and conditions should be created to gradually solve them.
(3) For problems that are really difficult to solve, we should explain the situation realistically and sincerely, and gain the understanding and support of the deputies and members. Seventh establish and improve the work network, strictly handle the responsibility system. Each undertaking department must specify the leaders at the county and bureau levels in charge, designate the director or deputy director of the office to be responsible, implement the specific handling personnel, and report the personnel list and contact telephone number to the Legal Department of the general office of the municipal government for the record. In the process of handling, it is necessary to check the contents, forms, policies and texts in terms of organization and measures. Requirements: do not overstock as soon as possible, implement quickly without delay, urge quickly without waiting, explain the situation without shirking, and strive to improve the quality of handling and work efficiency. Article 8 For the handling of bills, the undertaking department shall determine a principal leading comrade to be responsible, put forward solutions or handling opinions on the basis of careful investigation and study, and formally submit them to the Standing Committee of the Municipal People's Congress for deliberation after the collective discussion of the leaders of the department and the approval of the principal leaders. The handling of suggestions and proposals shall be approved by the leaders in charge of the undertaking department and the leaders in charge of the government before being submitted to the assigned department and replying to the representatives and members. (2) The handling of suggestions and proposals should generally be completed within three months and reported to the assigned department.
(3) If it is difficult and cannot be completed within the above time limit, it shall first explain the situation to the assigned department and make a brief reply, but the official reply shall not exceed the end of the year at the latest.
(4) For those who are not within the scope of responsibilities of the department, the reasons shall be explained, and the original shall be returned to the assigned department within one week after being assigned, and shall not be handed over to other units without authorization. Those who fail to return within the time limit shall be deemed to have accepted the undertaking.
