Legal basis: Article 71 of the Law of People's Republic of China (PRC) on Public Security Administration Punishment commits one of the following acts, and shall be detained for more than 10 and less than 15, and may be fined less than 3,000 yuan; If the circumstances are relatively minor, they shall be detained for not more than five days or fined not more than five hundred yuan:
(1) Illegally planting less than 500 opium poppies or a small amount of other drugs;
(2) illegally buying, selling, transporting, carrying or holding a small amount of seeds or seedlings of original plants of drugs such as opium poppy that have not been inactivated;
(3) illegally transporting, trading, storing or using a small amount of poppy shells.
Whoever commits the acts mentioned in the preceding paragraph and gives up before the legal age shall not be punished.
