Article 1 (Purpose and Basis)

Formulate this approach. Article 2 (Scope of Application)

These Measures shall apply to the generation, collection, transportation, disposal of kitchen waste oil and grease and its related supervision and management activities within the administrative area of the city. Article 3 (Definition)

The kitchen waste oil and grease referred to in these measures refers to the waste edible animal and vegetable fats and oils and wastewater containing edible animal and vegetable fats and oils generated in the catering service (including unit feeding, hereinafter collectively referred to as "catering"), food production and processing, as well as the food ready for sale and other activities, in addition to the residents' daily life. Article IV (Management)

The municipal greening and cityscape administrative department is responsible for the city's kitchen waste oil and grease collection and disposal of supervision and management. District (county) greening and cityscape administrative departments in accordance with the provisions of the duties, is responsible for the supervision and management of the collection, transportation and disposal of kitchen waste oil and grease in the area under its jurisdiction.

The city's food and drug supervision, quality and technical supervision, industry and commerce, as well as entry-exit inspection and quarantine and other administrative departments in accordance with the division of responsibilities, is responsible for the generation of kitchen waste oil and grease units of supervision and management.

The city's development and reform, business, environmental protection, water and public security and other administrative departments in accordance with their respective responsibilities, the coordinated implementation of these measures.

The city's comprehensive food safety coordination body is responsible for the city's kitchen waste oil and grease treatment and management of cross-sectoral coordination. Article 5 (the main responsibility of the unit)

The city engaged in food service, food production and processing, as well as food ready for sale and other activities, the generation of kitchen waste oil and grease business units (including individual businesses, hereinafter collectively referred to as "generating units"), as well as engaged in the collection, transportation and disposal of kitchen waste oil and grease disposal activities is the main responsibility of the kitchen waste oil and grease treatment. shall strictly implement the relevant national and municipal laws, regulations, rules and food safety standards, establish and improve the relevant management system, and immediately deal with any problems found and report to the relevant administrative departments. Article 6 (Reduction at Source, Resource Utilization and Integrated Operation)

The city encourages the reduction of the quantity of kitchen waste oil and grease by improving the processing technology and guiding the public to scientific diet and consumption.

The city implements resource utilization of kitchen waste oil and grease in line with industrial development.

The city promotes the implementation of kitchen waste oil and grease collection, transportation and disposal of integrated business model. Article 7 (the determination of the collection and transportation unit)

District (county) greening and cityscape administrative departments shall, according to the amount of kitchen waste oil and grease under their jurisdiction, through bidding and tendering, to determine the unit engaged in kitchen waste oil and grease collection and transportation activities in this jurisdiction, and announced to the community.

In accordance with the provisions of the preceding paragraph to determine the unit can not meet the demand for food waste oil and grease collection and transportation in the area under their jurisdiction, the district (county) greening and cityscape administrative departments shall be increased in accordance with the procedures set out in the preceding paragraph.

The generating unit may set up an enterprise for the collection and transportation of kitchen waste oil and grease generated by the unit that meets the conditions stipulated in Paragraph 2 of Article 8 of these Measures and obtains the consent of the municipal greening and cityscape administrative department.

The units engaged in the collection and transportation of kitchen waste oil and grease under this jurisdiction and the enterprises collecting and transporting kitchen waste oil and grease generated by these units (hereinafter collectively referred to as "collection and transportation units") shall comply with the relevant collection and transportation requirements stipulated in these Measures.

Prohibit any unit or individual to engage in unauthorized collection and transportation of kitchen waste oil and grease activities. Article VIII (collection unit bidding program and bidding requirements)

Districts (counties) greening and cityscape administrative departments shall organize the preparation of collection unit bidding program, the number of collection units and conditions, scope of services, service period and other matters, and reported to the municipal greening and cityscape administrative departments for review and implementation.

The collection and transportation unit shall meet the following requirements:

(a) with enterprise legal personality, the registered capital shall not be less than five million yuan.

(B) with the amount of food waste oil and grease collection and transportation volume appropriate and obtain the road transport vehicle operating license of their own van-type freight vehicles and collection containers; vehicles and collection containers installed electronic monitoring equipment.

(C) with the collection and transportation of kitchen waste oil and grease storage, processing sites and vehicle parking sites; storage, processing site selection and pollution prevention and control facilities in line with national and municipal environmental protection management of the relevant provisions of the city, and the installation of electronic monitoring equipment.

(d) in line with the city's greening and cityscape administrative department of the information management system.

Districts (counties) greening and cityscape administration bidding, you can set the bidding conditions that are stricter than the requirements of the preceding paragraph.

Districts (counties) greening and cityscape administrative departments should be signed with the successful collection and transportation unit of kitchen waste oil and grease collection and transportation service agreement (hereinafter referred to as "collection and transportation service agreement"). Collection and transportation service agreement should be clear collection and transportation unit of the scope of services, service period, service specifications, collection and transportation of kitchen waste oil and grease destination, exit mechanism, liability for breach of contract and other content. The municipal greening and cityscape administrative departments shall be based on the city's disposal of kitchen waste oil and grease, through bidding and tendering, to determine the units engaged in the city's disposal of kitchen waste oil and grease disposal activities (hereinafter referred to as "disposal unit"), and publicized to the community.

In accordance with the provisions of the preceding paragraph to determine the disposal unit can not meet the city's demand for disposal of kitchen waste oil and grease, the municipal greening and cityscape administration shall follow the procedures set out in the preceding paragraph to increase the disposal unit.
