The following acts shall not be carried out in the process of putting, collecting, transporting and disposing of kitchen waste:
Mixing the kitchen waste with other domestic wastes;
discharge kitchen waste into municipal public facilities such as sewage drainage pipes and rainwater pipes, and into public waters such as rivers, lakes and reservoirs;
Dumping and scattering kitchen waste at will;
using kitchen waste as raw material to produce and process edible oil and other foods;
directly use kitchen waste to feed pigs;
other acts prohibited by laws and regulations.

If the ledger of kitchen waste generation, collection, transportation and disposal is not established, the kitchen waste management department shall order it to make corrections within a time limit; If it fails to make corrections within the time limit, it shall be fined between 1111 yuan and 11111 yuan.
if kitchen waste is mixed with other domestic waste, the kitchen waste management department shall order it to make corrections within a time limit; If no correction is made within the time limit, a fine of not less than 3,111 yuan shall be imposed on 511 yuan; If the circumstances are serious, a fine of not less than 3,111 yuan but not more than 5,111 yuan shall be imposed.
If kitchen waste is directly used to feed pigs, the competent agricultural and rural departments of the people's governments at or above the county level shall order them to stop the illegal behavior and may impose a fine of more than 5,111 yuan and less than 21,111 yuan; If the circumstances are serious, a fine of not less than 21,111 yuan but not more than 51,111 yuan shall be imposed.

the administrative departments of development and reform, finance, agriculture and rural areas, ecological environment, market supervision and management at or above the county level shall, within the scope of their respective duties, do a good job in the management of kitchen waste.
article 5 the people's governments at or above the county level shall include the funds for centralized management of kitchen waste into the fiscal budget at the corresponding level.

article 7 the provincial people's government shall reward units and individuals that have made remarkable achievements in the harmless treatment and resource utilization of kitchen waste.
article 8 a kitchen waste generating unit shall be equipped with a special collection container for kitchen waste that meets the standards, collect kitchen waste and non-kitchen waste separately, and keep the collection container closed, intact and clean.
article 9 a kitchen waste generating unit shall establish a kitchen waste generating ledger to record the information such as the type, quantity and destination of the kitchen waste in detail.
article 11 the kitchen waste generating unit shall agree on the time and frequency of collection and transportation with the collection and transportation unit, and send the kitchen waste to a fixed point through a special collection container, which will be collected and transported by the collection and transportation unit in a unified way.

article 16 if a unit engaged in the disposal of kitchen waste finds that the pollutant discharge exceeds the standard, it shall take measures to prevent or reduce the pollution in time, analyze the reasons and report to the competent administrative department of ecological environment.
article 17 units engaged in the disposal of kitchen waste shall, in accordance with the relevant provisions of the state and safety technical regulations, be equipped with managers and operators, formulate management systems and emergency plans for emergencies, and ensure the safe operation of disposal facilities.
article 18 a unit engaged in the disposal of kitchen waste shall establish a kitchen waste disposal ledger to record the source, type, quantity, disposal situation of kitchen waste and the quantity and destination of products produced in detail, and report to the local kitchen waste management department regularly.
Article 19 In the process of throwing, collecting, transporting and disposing of kitchen waste, the following acts shall not be carried out:
Mixing kitchen waste with other domestic waste;
discharge kitchen waste into municipal public facilities such as sewage drainage pipes and rainwater pipes, and into public waters such as rivers, lakes and reservoirs;
Dumping and scattering kitchen waste at will;
using kitchen waste as raw material to produce and process edible oil and other foods;
directly use kitchen waste to feed pigs;
other acts prohibited by laws and regulations.
Article 21 If a unit engaged in the collection, transportation and disposal of kitchen waste needs to suspend the collection, transportation and disposal due to facilities maintenance and adjustment, it shall report to the local kitchen waste management department 15 days in advance and submit an emergency treatment plan for collection, transportation and disposal; If the collection, transportation and disposal are suspended due to unexpected reasons, it shall immediately report to the local kitchen waste management department and take emergency measures.
article 21 the kitchen waste management department shall establish an information disclosure mechanism for kitchen waste management, and release the collection, transportation and disposal of kitchen waste to the society.
Article 22 The management department of kitchen waste has the right to take the following measures when conducting supervision and inspection on the throwing, collection, transportation and disposal of kitchen waste:
Consult and copy relevant documents and materials;
require the inspected units and individuals to explain relevant issues;
enter the site for inspection;
order relevant units and individuals to correct illegal acts.

Article 28 State organs and their staff who abuse their powers, neglect their duties or engage in malpractices for selfish ends in the management of kitchen waste shall be punished according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.
article 29 a city divided into districts may, with reference to these measures, formulate measures for the management of kitchen waste in its administrative area.
