The Standard for Health Care in Nurseries and Kindergartens (Wei Fu She Fa [2112] No.35) stipulates:
Responsibilities of the maternal and child health care department:
(1) Cooperate with the health administrative department, formulate the health care work plan, annual plan and organize its implementation, formulate the implementation rules for health care work evaluation in nurseries and kindergartens within its jurisdiction, and establish a sound quality control system and evaluation system.
(2) According to the Measures for the Administration of Health Care in Nurseries and Kindergartens, the maternal and child health care institutions designated by the health administrative department shall conduct health evaluation on the newly-established nurseries and kindergartens before enrollment, and issue a health evaluation report.
(3) Entrusted by the administrative department of health, maternal and child health care institutions conduct a comprehensive assessment of health care work for child care institutions that have obtained the qualification of running parks (institutes) every three years, and report the results to the administrative department of health.
(4) Maternal and child health care institutions at or above the prefecture level are responsible for pre-job training and assessment of health care personnel in local kindergartens, and those who pass the training will be awarded training certificates. Maternal and child health care institutions at or above the county level shall organize at least 1 business trainings or on-site observation activities on relevant knowledge every year.
(5) Maternal and child health care institutions regularly provide operational guidance to the health care work of nurseries and kindergartens within their jurisdiction. The contents include daily life arrangement, children's diet, physical exercise, health examination, sanitation and disinfection, disease prevention, injury prevention, psychological and behavioral health care, health education, and health care data management.
(6) assist the food and drug supervision and management, health supervision and disease prevention and control departments within their respective jurisdictions to carry out publicity and education on food safety and prevention and control of infectious diseases.
(7) Provide relevant professional guidance and training to the medical and health institutions that undertake the health examination services for children and staff in nurseries and kindergartens within their jurisdiction.
(8) to be responsible for regularly organizing regular meetings on health care work in nurseries and kindergartens within their respective jurisdictions, exchanging experiences and learning health care knowledge and skills. Collect information, master the health care situation of kindergartens in the jurisdiction, and provide relevant basis for the decision-making of health administrative departments.
III. Health evaluation process
(1) Newly established nurseries and kindergartens shall be designed and constructed according to the standards of health evaluation in this Code for Health Care in Nurseries and Kindergartens, and an application for health evaluation of nurseries and kindergartens shall be submitted to the medical and health institutions designated by the health administrative department of the local people's government at or above the county level before enrollment.
(2) The medical and health institutions designated by the health administrative department of the local people's government at or above the county level shall be responsible for organizing professionals to conduct a health evaluation of the kindergartens that submitted the application within 21 working days according to the requirements of the "Pre-enrollment Health Evaluation Form for Newly Established Kindergarten Institutions". According to the inspection results, a "health evaluation report of nurseries and kindergartens" was issued.
(3) Any child care institution that has passed the health evaluation can apply to the education department for registration; Where the health evaluation is "unqualified", the child care institutions can re-apply for evaluation after rectification.
IV. Hygiene evaluation criteria
(1) Environmental sanitation.
1. The overall layout of buildings, outdoor venues, green land and sundries yard in the park (institute) is reasonable, with clear functional zoning.
2. The outdoor activity ground should be smooth, non-slip, barrier-free and free from sharp protrusions.
3. The safety of sports equipment conforms to the relevant national regulations. It is forbidden to plant poisonous and prickly plants in the park (institute).
4. The test results of formaldehyde, benzene and benzene series in indoor environment meet the national requirements.
5. The indoor air is fresh, the light is bright, and facilities for preventing mosquitoes, flies and other harmful insects are installed.
6. Each class has its own toilet and washroom. There is a sewage pool in each toilet and a washing pool in the bathroom.
7. There is a running water hand washing device in the bathroom, and the number and spacing of faucets are set reasonably.
(2) personal hygiene.
1. Ensure that each child has 1 towel and 1 cup per day, and have corresponding disinfection facilities. Boarding children each have special toiletries.
2. Each class should have special children's water cup holders, drinking facilities and towel holders, with clear signs and reasonable towel spacing.
3. Children have safe and sanitary beds and bedding for their own use.
(3) canteen hygiene.
1. The canteen must obtain a Catering Service License if it is built in accordance with the Standards for Examination of Catering Service License.
2. The garden (institute) shall be equipped with a centralized cleaning and disinfection room for regional tableware, and there shall be cleaning and storage facilities after disinfection. Should be equipped with a special refrigerator for food samples, and there is a special person to manage.
3. the ratio of cooks to children: the number of child-care institutions that provide a little three meals a day should reach 1:51, and the number of children who provide a little two meals a day should be 1:81.
(4) setting of health room or clinic.
1. according to the requirements of the measures for the administration of health care in nurseries and kindergartens, set up health care rooms or clinics. The clinic shall have the Practice License of Medical Institution.
2. The health room covers an area of not less than 1.2 square meters and is equipped with facilities such as children's observation beds, tables and chairs, medicine cabinets, data cabinets, running water or substitute running water.
3. The health care room should be equipped with children's lever weighing scale, height meter (for children over 2 years old), measuring bed (for children under 2 years old), international standard eye chart or standard logarithmic eye chart light box, soft ruler for body circumference measurement and other equipment, as well as disinfection tongue depressor, thermometer, flashlight and other morning inspection supplies.
4. The health room should be equipped with disinfectants, ultraviolet disinfection lamps or other air disinfection devices.
(5) Health care staffing.
1. The legal representative or person in charge of the child care institution is the first person in charge of the health care work of this institution.
2. according to the number of pre-enrolled children, provide health care personnel that meet the requirements of the state. According to the proportion of at least 1 full-time health care personnel for 151 children, health care personnel can be equipped, and part-time health care personnel can be equipped for children under 151.
3. Health care personnel should receive health care professional knowledge training organized by local maternal and child health care institutions and pass the examination before taking up their posts.
(6) Health examination of staff.
1. Before taking up their posts, the staff of nurseries and kindergartens shall be examined by the medical and health institutions designated by the health administrative departments at or above the county level, and obtain the Health Certificate for Staff of nurseries and kindergartens.
2. Cooking personnel must obtain the Health Certificate of Food Practitioners before taking up their posts.
(7) Health care system.
Nursery institutions should establish and improve the health care system according to the actual situation, and it is operable. The health care system includes one-day living arrangement, diet management, physical exercise, sanitation and disinfection, admission to the park (institute) and regular health examination, prevention and control of infectious diseases, prevention and management of common diseases, injury prevention, health education and health care information collection.
