Article 3 The protection of water ecological environment in Qingjiang River Basin shall adhere to the leadership of the Party and follow the principles of giving priority to protection, giving priority to prevention, comprehensive management, strict supervision, public participation and responsibility for damage. Encourage and support the public, environmental protection volunteers and social organizations to participate in the protection and supervision of water ecological environment in Qingjiang River Basin. The people's governments at or above the county level in the Qingjiang River Basin shall, according to the water ecological environment protection plan of the Qingjiang River Basin approved by the provincial people's government, organize the formulation of the water ecological environment protection plan in their respective administrative areas.
The planning of water ecological environment protection in Qingjiang River Basin should be made public and strictly implemented. If adjustment is really necessary, it shall be approved by the original approval authority.
