1, Article 1 is amended as: In order to further strengthen urban planning management, improve the level of planning management, and make urban planning management legal, scientific and standardized, these Provisions are formulated in accordance with the Urban and Rural Planning Law of the People's Republic of China and the actual situation of this Municipality.

Chapter I General Provisions
Article 1 In order to further strengthen urban planning management, improve the level of planning management, and make urban planning management legal, scientific and standardized, these provisions are formulated in accordance with the Urban and Rural Planning Law of the People's Republic of China and other relevant laws and regulations, combined with the actual situation of this Municipality.
article 2 zoning planning, detailed planning (including regulatory detailed planning and construction detailed planning), professional planning, urban design, landscape planning and construction site plan design must comply with these provisions.
