The term "black and odorous water body" as mentioned in these Regulations refers to the water body with obviously abnormal color or strong smell. The standards for the identification of black and odorous water bodies shall be implemented in accordance with the relevant provisions of the state and this province.
Where there are no provisions in these regulations, the provisions of relevant laws and regulations shall apply. Article 3 The people's governments of cities and counties (districts) shall strengthen their leadership in the prevention and control of black and odorous water bodies in their respective administrative areas, establish and improve systems and mechanisms such as overall coordination, graded responsibility and information sharing, implement long-term management of rivers (lakes), formulate prevention and control plans, and implement target assessment.
Township (town) people's governments and sub-district offices shall, under the guidance of the leaders of the county (District) people's governments and relevant departments, organize the prevention and control of black and odorous water bodies.
Village (neighborhood) committees shall, according to the requirements of the people's governments at higher levels, assist in the prevention and control of black and odorous water bodies. Article 4 The competent department of ecological environment shall exercise unified supervision and management over the prevention and control of black and odorous water bodies.
Finance, natural resources and planning, housing and urban construction, urban management, water conservancy, agriculture and rural areas, animal husbandry and other relevant departments, according to the responsibilities determined by the people's government at the corresponding level, do a good job in the prevention and control of black and odorous water bodies according to law.

Encourage units and individuals to participate in the prevention and control of black and odorous water bodies and water body protection through donations, grants and voluntary services. Seventh city, county (District), township (town) people's government, street offices and relevant departments should strengthen the publicity and education of laws and regulations and popular science knowledge related to the prevention and control of black and odorous water bodies.
The news media should carry out public welfare propaganda on the prevention and control of black and odorous water bodies, raise public awareness of environmental protection and participation in prevention and control, and supervise illegal acts by public opinion. In the area covered by the sewage pipe network, sewage should be discharged into the sewage pipe network for centralized treatment.

Thirteenth animal husbandry and other relevant departments should strengthen the guidance and services for the resource utilization of livestock and poultry manure.
Personnel engaged in livestock and poultry breeding business activities shall timely collect, store, transport and dispose of livestock and poultry manure and sewage, realize the resource utilization of manure, and prohibit the direct discharge of untreated livestock and poultry manure and sewage into the environment.
In violation of the provisions of the second paragraph of this article, untreated livestock manure and sewage are directly discharged into the environment, and the competent department of ecological environment shall order it to make corrections and impose a fine of not less than 5,000 yuan but not more than 50,000 yuan. Fourteenth city, county (District), township (town) people's governments and sub-district offices should strengthen the cleaning, collection, transportation and treatment of urban and rural domestic garbage, promote the resource utilization of domestic garbage and crop straw, and prevent and control urban and rural non-point source pollution.
It is forbidden to throw away or pile up domestic garbage, crop straws and other wastes into various water bodies and dry rivers, pits and ditches.
In violation of the provisions of the second paragraph of this article, the relevant law enforcement departments determined by the people's government at the corresponding level shall be ordered to stop the illegal act, make corrections within a time limit, eliminate pollution, impose a fine of 100 yuan or more on individuals who refuse to make corrections and a fine of 20,000 yuan or more on units.
