Regulations of Ningde Municipality on the Administration of City Appearance and Environmental Sanitation
Chapter I General Provisions Article 1 In order to strengthen the management of city appearance and environmental sanitation, create a clean, beautiful, civilized and harmonious living and working environment in the city, and make the cause of city appearance and environmental sanitation adapt to the economic and social development of the administrative region, these Regulations are formulated in accordance with the Regulations of the State Council Municipality on the Administration of City Appearance and Environmental Sanitation and other relevant laws and regulations, and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the urban built-up areas within the administrative area of this Municipality and other areas designated by the people's governments of counties (cities, districts) to implement urbanization management. Article 3 The work of city appearance and environmental sanitation shall follow the principles of unified government leadership, graded responsibility, territorial management, departmental cooperation, public participation and social supervision. Article 4 The people's governments of cities and counties (cities, districts) shall strengthen their leadership over the work of city appearance and environmental sanitation, incorporate the cause of city appearance and environmental sanitation into the national economic and social development plan at the corresponding level, incorporate it into the assessment system for spiritual civilization construction, and establish a coordination mechanism for city appearance and environmental sanitation management. The funds needed for city appearance and environmental sanitation work should be included in the fiscal budget at the corresponding level. Fifth city and county (city, district) people's government department in charge of urban management is responsible for the administrative area of the city appearance and environmental sanitation management.

Housing and urban and rural construction, natural resources, public security, health, transportation, water conservancy, ecological environment, market supervision and other departments shall, in accordance with their respective responsibilities, do a good job in the management of city appearance and environmental sanitation.

Sub-district offices and township (town) people's governments shall be responsible for the management of city appearance and environmental sanitation in their respective areas in accordance with the division of responsibilities. Article 6 The people's governments of cities and counties (cities, districts) and their relevant departments, educational institutions, news media, operators or managers of public transportation and public places shall strengthen publicity and education on the knowledge of city appearance and environmental sanitation, enhance citizens' awareness of city appearance and environmental sanitation, and establish good social ethics. Article 7 All units and individuals have the right to maintain a good city appearance and environmental sanitation, and at the same time, they shall fulfill their obligations of observing social morality and maintaining a clean and tidy city appearance and environmental sanitation.

Encourage and support individuals to participate in city appearance and environmental sanitation volunteer services and public welfare activities. Encourage and advocate grassroots mass autonomous organizations to formulate village rules and regulations for maintaining city appearance and environmental sanitation according to law, and mobilize village (neighborhood) people to participate in the management and maintenance of city appearance and environmental sanitation. Chapter II Responsibility System for City Appearance and Environmental Sanitation Article 8 The system of responsible area and responsible person shall be implemented in maintaining city appearance and environmental sanitation.

The area of responsibility refers to the buildings (structures) or other facilities, places and their surrounding areas owned, used or managed by units or individuals.

Responsible person refers to the relevant units and individuals who own, use or manage buildings (structures) or other facilities and places. Article 9 The responsible area and responsible person shall be determined according to the following provisions:

(a) public areas such as urban roads, bridges, streets, underpasses, parks, squares, etc., environmental sanitation units are responsible for, and city appearance maintenance is the responsibility of managers;

(II) Cultural, sports, entertainment, leisure, catering, accommodation, sightseeing, business and other places, as well as airports, stations, docks, parking lots, bazaars, highways, railways and other areas, shall be the responsibility of operators or managers;

(three) rivers, lakes, ponds and other waters and coastline, by the manager;

(four) the construction site, the construction unit is responsible for; The construction unit shall be responsible for the land used for construction projects that have not yet started; The land expropriated and stored shall be the responsibility of the Ministry of Natural Resources;

(five) residential areas and office buildings that implement property management shall be responsible for the property service enterprises; For residential areas and office buildings that have not implemented property management, the owners' committee shall be responsible for the establishment of the owners' committee; If the owners' committee is not established, the local village (neighborhood) committee shall be responsible for it;

(six) organs, organizations, schools, troops, enterprises and institutions and other management areas, by the unit responsible for.

The responsible area or person is not clear, the county (city, district) people's government department in charge of urban management in conjunction with the neighborhood offices and township (town) people's government to determine; If the responsibility of the responsibility area across administrative regions is not clear, it shall be determined by the competent department of urban management at the next higher level. Tenth city appearance and environmental sanitation responsible person shall comply with the following provisions:

(a) to keep the city clean and tidy in the area of responsibility, and shall not violate the provisions of the implementation of erection, stacking, stall, parking, posting, graffiti, hanging and other acts;

(two) keep the area of responsibility clean and tidy, no garbage, feces, sewage and other naked phenomena;

(three) in accordance with the provisions of the environmental sanitation facilities, keep clean and in good condition;

(four) other city appearance and environmental sanitation responsibilities as prescribed by laws and regulations.

The person responsible for city appearance and environmental sanitation shall dissuade and stop others in the area of responsibility from violating the provisions on the administration of city appearance and environmental sanitation; Discourage or stop ineffective, it shall report to the competent department of city management. Chapter III Management of City Appearance Article 11 Buildings, roads, squares and other places and facilities shall meet the standards of city appearance. Article 12 The appearance of a building (structure) shall meet the following requirements:

(a) to keep the building (structure) intact and clean, and not to change the facade of the original building (structure) without approval;

(two) the modeling and decoration of new, expanded and rebuilt buildings (structures) should be coordinated with the local environment, and the balcony, guardrail, security window (door), air conditioning outdoor unit and other facilities should be uniformly set up;

(three) balconies, windows and roofs of buildings (structures) facing the street shall not be stacked or hung with articles that hinder the appearance of the city;

(four) the main streets and key areas of the building (structure) facade damaged or defaced, the owner, manager or user shall promptly clean up and repair.

The scope of main streets and key areas shall be determined and announced by the local county (city, district) people's government.
