Chapter I General Provisions Article 1 In order to carry forward the traditional Chinese virtues, the practice of socialist core values, promote civilized behavior, enhance civilized literacy, improve the degree of civilization, and promote the construction of socialist spiritual civilization, according to the relevant laws and regulations, combined with the actuality of the city, the enactment of these regulations. Article 2 These regulations shall apply to the promotion of civilized behavior and its related work within the administrative area of the city. Article 3 The promotion of civilized behavior should adhere to the principles of guidance, encouragement, education, punishment, and build a unified leadership of the party committee, the government to organize and implement the work of the departments responsible for their respective responsibilities, social **** with the participation of the work mechanism. The offices of the municipal and county (city and district) spiritual civilization construction steering committees shall be specifically responsible for the promotion of civilized behavior in their respective administrative areas, and shall perform the following duties:

Article municipal, county (city, district) people's government shall promote civilized behavior into the national economy and social development planning, the necessary funds included in the same level of the financial budget, to promote the promotion of civilized behavior and economic and social development.

Staff members of organs, educators and public figures shall play an exemplary role in the promotion of civilized behavior. Chapter II Civilized Behavioral Norms Article 7 Citizens shall abide by the following civilized behavioral norms of public **** order:

(1) treating people with courtesy, using civilized language, and refraining from using profanity;

(2) being friendly to neighbors, refraining from leaning on the strong and bullying the weak, and refraining from making a fuss about what is right and wrong;

(xiii) other maintenance of public **** environmental health civilized behavior norms. Article 9 Citizens shall abide by the following norms of civilized behavior in traffic:

(2) Use seat belts or wear safety helmets in accordance with the regulations;

(3) Use headlights and horns in accordance with the provisions of the regulations, yielding to pedestrians, and passing through waterlogged road sections at low speed;
