1. Schedule of resumption of work and production

According to the relevant regulations of provinces and cities, enterprises in our district will resume work in an orderly manner by time-sharing:

1. Enterprises related to the national economy and people's livelihood, such as epidemic prevention and control materials and people's daily necessities, will be ensured to start business normally.

II. Conditions for resumption of work and production

All enterprises must strictly fulfill the main responsibility of epidemic prevention and control, and must achieve "one institution, two schemes, three inspections and four controls":

1. Establish an epidemic prevention and control organization: establish an enterprise epidemic prevention and control working group headed by the main person in charge of the enterprise, and form a special class to take charge of epidemic prevention and control.

2. Make epidemic prevention and control plan. Including the leadership system, division of responsibilities, daily supervision, emergency plan and so on.

3. Make a plan for returning to production. Including staff inspection, site management, daily supervision, material preparation, vehicle access, freight logistics, emergency response and so on.

4. Make preparations for returning to work. Focus on three inspections: first, epidemic prevention materials, enough masks, disinfectant, infrared thermometer and other necessary materials for more than 1 weeks; Second, staff control, people in key epidemic areas advised not to return, and returnees in other areas were isolated for 14 days. Local employees made necessary protection and established "one person, one file" employee files; Third, safety inspection, enterprises that return to work must carry out prenatal safety inspection to ensure safe start.

5. Strictly manage the whole process of returning to work. First, health control, employees wear masks, have their body temperature checked twice a day, and carry out a box lunch system and a staggered meal system, requiring one person to have a table with a spacing of more than 1.5 meters; Second, production control, decentralized operation by region, no gathering activities, and closed management of the factory; The third is isolation control. The factory area is divided into office area, production area and dormitory area, and the scope of activities is fixed, and there is a necessary isolation area. Fourth, disinfection control, daily disinfection of office space, production workshops, canteens, dormitories and other crowded places.

III. Approval and supervision of resumption of work and production

Before February 17, all enterprises that have resumed work put forward applications, and the streets will conduct preliminary examination. Relevant departments at the district level and streets will form an acceptance team to conduct on-the-spot evaluation of the enterprises' resumption of work. After the approval, the competent authorities of the industry will sign an agreement to resume work and report it to the epidemic prevention headquarters for the record.

all enterprises that return to work must do a good job in prevention and control in strict accordance with the relevant requirements of the higher authorities and the prevention and control plan. once they find that they have started work in violation of regulations, they will all stop work for rectification and be ordered to shut down. if they have concealed information from the enterprises or caused serious consequences due to inadequate measures, the relevant responsible persons, main responsible persons and actual controllers of the enterprises will be strictly investigated for criminal responsibility according to law.
