Article 47 The municipal and district people's governments shall speed up the construction of centralized treatment facilities for kitchen waste, improve the treatment capacity, promote the on-site treatment of kitchen waste at the source according to the principle of combining centralized and decentralized treatment, and give guidance and economic subsidies to the construction and operation of on-site treatment facilities for kitchen waste. The specific measures shall be formulated separately by the municipal urban management, development and reform, finance and other departments.
Catering service units shall collect kitchen waste separately and entrust qualified professional service units for collection, transportation and treatment of domestic waste for centralized treatment; If it reaches a certain scale and has the conditions for on-site treatment, it shall, in accordance with the relevant provisions of this Municipality, build a standard on-site treatment facility for kitchen waste, and carry out on-site treatment and resource utilization of kitchen waste.
Prohibit the use of kitchen waste without harmless treatment to raise livestock and poultry; It is forbidden to produce, sell and use edible oil from waste edible oil produced by kitchen waste; It is forbidden for unqualified units and individuals to collect and transport kitchen waste.
Article 73 If a catering service unit violates the provisions of the second paragraph of Article 47 of these regulations in collecting and disposing of kitchen waste, it shall be fined from 6,543.8+0,000 yuan to 6,543.8+0,000 yuan by the comprehensive law enforcement department of urban management; If the circumstances are serious, it shall be ordered to suspend business for rectification.
In violation of the provisions of the third paragraph of Article 47 of this Ordinance, using kitchen waste without harmless treatment to raise livestock and poultry, or using waste cooking oil from kitchen waste as raw materials to produce, sell and use cooking oil, the departments of agriculture, rural areas and market supervision and management shall investigate and deal with it according to their respective functions and duties; If a crime is constituted, criminal responsibility shall be investigated according to law.
In violation of the provisions of the third paragraph of Article 47 of this Ordinance, unqualified units and individuals who collect and transport kitchen waste shall be temporarily detained by the comprehensive law enforcement department of urban management, confiscate the illegally collected kitchen waste and its containers, and impose a fine of 6,543,800 yuan or more and 6,543,800 yuan or less. Vehicles driving on the road in violation of road traffic safety laws and regulations shall be investigated and dealt with by the traffic management department of the public security organ according to law.
