" (1) Recyclable materials shall be sold to recycling operators of renewable resources, or delivered to recycling containers;

"(2) harmful waste should be handed over to recycling operators in harmful waste, or put into collection containers in harmful waste;

"(3) kitchen wastes shall be handed over to qualified units for collection, and other perishable wastes shall be put into perishable garbage collection containers;

"(4) Other garbage should be put into other garbage collection containers.

"Large-sized garbage, such as furniture, which is large in volume and strong in integrity, or needs to be disassembled and reprocessed, shall be collected and transported at regular intervals, and the time and place of collection and transportation shall be determined and announced by the competent department of city appearance and environmental sanitation." "(2) harmful waste should carry out harmless disposal, and the classified hazardous waste shall be disposed of harmlessly by the unit that has obtained the hazardous waste business license;

"(3) Perishable garbage should be recycled or disposed of harmlessly by biochemical anaerobic biogas production, composting, incineration and landfill;

"(4) Other garbage shall be disposed of harmlessly by incineration, landfill, etc." Thirteen, the fifty-eighth in the "environmental protection" is amended as "ecological environment". "(3) The competent department of ecological environment is responsible for examining and approving the environmental impact assessment documents of the construction project of domestic waste sorting facilities, formulating the recycling standards of harmful waste, and supervising the discharge of pollutants and the storage and disposal of harmful waste;

"(4) The competent department of development and reform is responsible for incorporating the construction of domestic waste treatment facilities into the national economic and social development plan, doing a good job in establishing major projects such as domestic waste disposal according to law, doing a good job in supervising and examining the cost of domestic waste disposal, and studying and formulating the charging policy for domestic waste disposal;

"(5) The competent department of planning and natural resources is responsible for incorporating the relevant contents of the professional planning of city appearance and environmental sanitation into urban and rural planning, reserving and controlling the corresponding land for facilities, and ensuring the land for the construction of domestic waste sorting facilities;

"(6) the competent construction department is responsible for the supervision and management of the construction of domestic waste disposal facilities;

"(7) The competent agricultural and rural authorities shall assist in the sorting of rural domestic waste;

"(8) the market supervision and management department is responsible for the supervision and inspection of the sale and use of plastic shopping bags in supermarkets, shopping malls, bazaars and other retail places. Market supervision and management, commerce and other departments shall, in accordance with the division of responsibilities, supervise the allocation of fruit and vegetable peel treatment facilities in fruit and vegetable wholesale markets and bazaars;

"(9) The financial department is responsible for formulating financial policies to support the classification and reduction of domestic waste and ensuring the funding;

"(11) The competent department of cultural tourism is responsible for the public welfare propaganda of domestic waste classification, and guides the media to popularize the common sense of domestic waste classification;

"(11) The competent education department is responsible for incorporating the knowledge of domestic waste classification into the educational content, and guiding activities such as domestic waste classification education and practice;

"(12) The public security organs are responsible for the road traffic safety management of domestic waste transport vehicles, and investigate and deal with criminal acts such as using domestic waste to process edible oils and fats that endanger the environment and personal health according to law;

"(13) Other relevant administrative departments shall do a good job in the management of domestic waste according to their duties."
