1. Conditions for handling food business licenses

1. It has equipment or facilities suitable for the variety and quantity of food it deals in, and has corresponding equipment or facilities for disinfection, dressing, washing, lighting, ventilation, corrosion prevention, dust prevention, fly prevention, rodent prevention, insect prevention, washing, wastewater treatment and garbage and waste storage;

3. Having professional technical personnel and management personnel for food safety and rules and regulations to ensure food safety;

4. Have a reasonable equipment layout and technological process to prevent cross-contamination between food to be processed and directly imported food, raw materials and finished products, and avoid food contact with toxic and unclean substances;

5. Other conditions stipulated by laws and regulations.

2. Materials for handling food business license

1. Application for Food Business License;

2. a copy of the name pre-approval notice or business license;

3. The use certificate of the business premises and the specific location map of the business premises that are suitable for food business. For self-built real estate, provide the property right certificate; for leasing, submit the lease contract and the property right certificate or the use certificate of the business premises; for multiple enterprises using the business premises with the same house number, the applicant shall also submit the address division location diagram with the building as the floor plan;

4. 3 copies of the identity certificate of the person in charge;

5. two copies of the power of attorney and the identity certificate of the entrusted agent or designated representative;

6. 1 copies of the full-time or part-time food safety management personnel's identity certificate (if the food safety management personnel are not in charge, 1 copies of the employment contract shall be provided);

7. 1 copies of food safety management system, including employee food safety knowledge training system, food incoming inspection system, food incoming inspection record system, employee health inspection system and health file system, food delisting system, food inspection, storage and transportation system, etc. Enterprises engaged in food wholesale should also have a food wholesale sales record system;

8. copies of health certificates of full-time or part-time food safety management personnel (2 for enterprises and 1 for individuals). There are food safety technicians, but also need to provide technical personnel identification;

9. A list of food business equipment and tools, and documents on the spatial layout and operation flow of business facilities, which are suitable for food business activities. Food business equipment and tools include ultraviolet lamps, dressing equipment, toilet equipment, lighting, lighting, ventilation, anti-corrosion, dustproof, fly-proof, rodent-proof, insect-proof and washing equipment and tools for treating wastewater and storing garbage and waste gas. Storage, transportation and handling equipment. Where food is sold by telephone or online, the telephone sales network and website shall be indicated. The space layout icon indicates the purpose, area, location of equipment and facilities, etc.; For the business of bulk food, the spatial layout should reflect a separate sales area;

III. Time limit for acceptance and examination of food business license

The licensing authority shall make a decision on whether to approve the administrative license within 21 working days from the date of acceptance. If a decision is made to approve the business license, a food business license shall be issued to the applicant within 11 working days from the date of making the decision.

Application procedure for food business license

1. Fill in the Application Form for Food Business License and submit relevant materials after consulting in the lobby or applying online;

2. Submit relevant documents and materials. After the materials are complete, wait for the license approval result after receiving the Material Receiving Certificate or the Acceptance Notice, and cooperate with the food and drug supervision department for on-site verification.

IV. Matters needing attention in handling food business license

1. The applicant shall apply for a food business license from the licensing authority with licensing jurisdiction.

2. To apply for a food business license, you should first obtain a business license and other legal subject qualification certificates.

3. The obtained Food Circulation Permit, Catering Service Permit and Food Hygiene Permit (sales of health food) remain valid within the validity period. If the period needs to be changed or extended, it shall be handled in accordance with relevant regulations.

4. The materials submitted for applying for a food circulation license shall be true, valid and conform to the legal form. The applicant shall be responsible for the authenticity of the materials submitted. If there is any concealment, the local food and drug supervision and administration department at or above the county level shall give a warning. The food business operator shall not apply for a food business license again within 1 years.

5. For food distribution operators who have obtained the Food Hygiene License before June 1, 2119, the original license will remain valid within the validity period, and if they voluntarily apply for renewal, the items specified in the original license change or the validity period expires, the food distribution operators shall apply in accordance with the provisions of the Measures for the Administration of Food Distribution Licenses, and obtain the food distribution license after being audited by the auditing organ.

6. The date of issuing the food business license is the date when the licensing decision is made, and the validity period is 5 years.

7. The food business license shall specify: the name of the operator, social credit code (ID number for individual operators), legal representative (person in charge), domicile, business premises, main business format, business items, license number, validity period, daily supervision and management organization, daily supervision and management personnel, complaint telephone number, issuing authority, issuer, issuing date and two-dimensional code.

if a warehouse (including self-owned and leased) is set up outside the business premises, the specific address of the warehouse shall also be stated in the copy.
